This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 effective 03-13-2026. This solicitation is designated as a Straight Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720, with a small business size standard of $22.0 million. The FSC/PSC is S201. The Manchester, NH VAMC requires monthly triple top-down cleaning of pharmacy compounding cleanroom spaces to meet sanitation standards. All specifications are required by VA pharmacy policy and USP 797/800 clean room regulations. Place of Performance Address:Department of Veterans AffairsManchester VAMC718 Smyth RoadManchester, NH Postal Code:03104-7007 Country:UNITED STATES PERFORMANCE WORK STATEMENT General Contractor shall provide all necessary material, equipment, tools, garb, and supporting material to successfully support the Manchester VAMC USP 797 cleanroom spaces at 718 Smyth Road Manchester, NH. All services shall be performed in accordance with the terms and conditions specified in this solicitation and in compliance with the Performance Work Statement. The contract will cover a base period of twelve (12) months from the start date and include four (4) option years. The company must be regularly established in the business, able to provide primary services under the scope of work, be financially responsible, and demonstrate reliability, experience, facilities, and personnel capable of prompt, detailed service in accordance with USP Chapter 797/800. The Contractor shall be licensed by the State or local health authority where licenses are required. Monthly services are typically performed in the afternoon, after the day's work, with availability for emergent, off-schedule cleanings on weekdays and weekends as needed. Contractor personnel shall be familiar with all USP 797/800 guidelines for cleaning and decontamination. They should be knowledgeable in USP 797/800 requirements and capable of improving cleanroom practices through disinfection techniques that meet these guidelines. Each serviceman shall be cleared for access to restricted areas and shall conform to all relevant regulations, using approved chemicals and equipment. Documentation of chemicals (SDS) and control substances must be submitted to the Contracting Officer. The company shall demonstrate competency in USP 797/800 compliance, and servicemen must be trained in disinfection of Ante & Clean Rooms (ISO 7). All servicemen shall have their name and company name on their uniform or badge, and a designated supervisor shall be fully knowledgeable of the work site. Servicemen shall report to the COR or designee before performing services. Description of Services Clean Room Cleaning (Sterile Maintenance) must comply with industry standards and USP Chapter 797/800. This high-level decontamination service will be performed in pharmacy compounding spaces, including: Total rooms to be cleaned: 3 (Anteroom, Chemo hood room, IV compounding positive pressure room) Total surface area: approximately 320.4 sq ft Equipment: 2 NuAire NU-NTE 800-400 Compounding Aseptic Containment Isolators and 1 NuAire NU-PR797-400 Compounding Aseptic Isolator Cleaning is to be performed once per month during normal business hours, Monday through Friday, typically between 1:00 pm and 5:00 pm. The contractor must log in and out when performing services, and personnel must complete security clearance. The triple top-down cleaning includes: Emptying and washing trash receptacles, replacing liners Cleaning and sanitizing ceilings, walls, floors, surfaces, equipment, and refrigerators with specified agents (Vesphene, LPH, Peridox, IPA, Cleanroom Wipes) Cleaning all doors and glass windows with IPA and D/I Water Cleaning and sanitizing bins and shelves with IPA The cleaning system used must be USP 797 compliant. The chemical rotation includes Vesphene, LPH, and Peridox, with no substitutes. All cleaning is to be performed by trained personnel using contractor’s equipment, chemicals, and supplies. A monthly cleaning log must be maintained. Contractor Personnel Security Requirements Contractor employees requiring access to VAMC Manchester shall undergo background investigations and receive a favorable adjudication from the VA Office of Security and Law Enforcement before contract performance. The investigation level is National Agency Check with Written Inquiries. The contractor is responsible for ensuring all employees are fingerprinted and complete the E-QIP questionnaire. Investigations typically take about 45 days. Contractor Quality Control and Assurance Requirements The contractor shall provide a Quality Control and Assurance program detailing steps to maintain a clean room environment per USP 797 and USP 800.
