The U.S. Navy's Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is seeking sources for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to lease industrial forklifts and related services at its facilities in Bremerton, Bangor, Everett, and nearby satellite sites. - Government Buyer: - U.S. Navy, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) - OEMs and Vendors: - No specific OEMs or vendors are named; the government will accept any manufacturer meeting the technical specifications. - Products/Services Requested: - Leasing of industrial forklifts in the following capacities: - 3 Ton (5,600–6,500 lbs) - 7 Ton (13,000–16,000 lbs) - 10 Ton (19,000–25,000 lbs) - 17 Ton (33,000–36,000 lbs) - Forklift variations include different pallet fork lengths (48", 72", 96", 120") and load centers (24" or 48"). - All forklifts must have diesel engines, automatic transmissions, solid foam-filled tires, manufacturer-approved lifting attachments, and safety features (lights, brakes, dash instruments). - Services include: - Leasing, transportation, delivery, and pickup - Scheduled and unscheduled maintenance and emergency repair - Replacement vehicles within 24 hours for unscheduled repairs - Unique or Notable Requirements: - Forklifts must meet detailed technical specifications outlined in the PWS. - Service coverage includes all PSNS & IMF locations and satellite sites within a 50-mile radius of Bremerton, WA. - Contractor is responsible for all maintenance, repairs, and ensuring operational readiness. - All small business set-aside categories will be considered. - NAICS code: 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) - Product Service Code: W039 (Lease or Rental of Materials Handling Equipment)

Description

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Contracting Department (Code 400), is issuing this sources sought.  The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a Forklift Leasing IDIQ contract.  For additional information regarding the technical specifications, please refer to the attached Performance Work Statement (PWS). 

Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award.  All small business set-aside categories will be considered.  Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement.

This sources sought is for informational purposes only.  This is not a “Request For Proposal (RFP)” to be submitted.  It does not constitute a solicitation and shall not be construed as a commitment by the government.  Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement.  No funds are available to pay for the preparation of responses to this announcement.  Any information submitted by respondents to this technical description is strictly voluntary.  Responses will not be returned to the responder.  Not responding to this notice does not preclude participation in any future Request For Quote (RFQ) or Invitation For Bid (IFB) or Request For Proposals (RFP), if issued.  If a solicitation is released it will be synopsized on the Government-Wide Point of Entry (GPE).  It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

Project Background:

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) is an industrial complex whose mission is to maintain, modernize and retire the Navy fleet with a vision of on-time maintenance, modernization, and retirement of the U.S. Navy’s fleet. The shipyard in Bremerton is the Pacific Northwest's largest naval shore facility and one of Washington State’s largest industrial installations.

In order to accomplish this mission PSNS utilizes a wide array of material handling equipment including several different variations of forklifts. In order to meet the mission’s demand the government must subsidize its inventory of government owned forklifts by leasing additional forklifts.
