The State of Minnesota is seeking proposals for the supply and delivery of flexible composite snow rail fencing materials and related training services for use by state agencies and Cooperative Purchasing Venture members. - Government Buyer: - State of Minnesota, Department of Administration, Office of State Procurement - Contracting managed by the Commissioner of Administration and MnDOT - Products and Components Requested: - Flexible composite snow rail fence systems in multiple configurations: - Heights: 4, 6, 8, and 10 feet - Porosities: 0.25 and 0.5 - Rail counts: 4 to 15 rails per system - Replacement parts and hardware: - Steel and plastic posts, end and line sleeves (various sizes and lengths) - Bolts, nuts, washers (ASTM standards) - Adjustable bracing, post brackets, dead end plates, tensioning winch plates - Rail brackets (aluminum and steel), plastic rail bodies, oscillation dampeners - Electrical grounds and splice buckles - Services Requested: - On-site and off-site instruction and training for proper fence installation - On-site instructional support during project design, construction, and maintenance - Notable Requirements: - All products must meet MnDOT Standard Specifications and be on the MnDOT Approved/Qualified Products List - Compliance with the federal Buy America Act for certain items - Product qualification and approval required by MnDOT - Detailed price schedules by county - Compliance with Minnesota diversity, equal pay, and workforce certification requirements - Contract Details: - Estimated annual contract value: $1,000,000 to $5,000,000 - Initial term: 24 months, with up to 36 months of extension possible - Available to all Minnesota state agencies and CPV members - OEMs and Vendors: - No specific OEMs or brands are named; solicitation is open to all qualified manufacturers and suppliers able to meet the specifications

Description

The State of Minnesota and Department of Administration are requesting proposals to furnish and deliver all specified materials and components necessary to construct a flexible composite snow rail fence on an as-needed basis. The contractor must also be available to provide on and off-site instruction and training on how to properly erect and install the fence. Contracts awarded will be available to all State of Minnesota agencies and Cooperative Purchasing Venture members. The contract term is from June 1, 2026, to May 31, 2028, with an option to extend up to 36 months. The estimated contract value for one year ranges from $1,000,000 to $5,000,000.
