The Military Sealift Command, Special Missions Program Office (Code PM41) under the Department of the Navy is seeking information from industry for the procurement of two U.S. flagged, Jones Act compliant tractor-like tugs to operate in New London Harbor, Connecticut. - Government Buyer: - Department of the Navy, Military Sealift Command, Special Missions Program Office (Code PM41) - Products/Services Requested: - Two (2) U.S. flagged, Jones Act compliant tractor-like tugs - Key characteristics: - U.S. flag and IACS member classification - Tractor or tractor-like propulsion - Maximum length: 105 feet - Bollard pull forward: 65,000 lbs - Minimum transit speed: 10 knots - Maximum draft and air draft as specified - Passenger capacity: 12 plus crew - Kevlar or synthetic lines - Sewage capacity: minimum 24 hours - Required communication and navigation equipment - Firefighting equipment: 360-degree coverage at 2,000 GPM - Capstans/winches: minimum 7,000 lbs safe working load - Unique/Notable Requirements: - Vessels must be Jones Act compliant (U.S. built, owned, and crewed) - Must operate in New London Harbor and surrounding navigable waters out to the continental shelf - Contract is firm fixed price with reimbursables, for a one-year base period and a 336-day option period - No specific OEMs or vendors are named in the solicitation - All technical and operational requirements are detailed in the attached specification
