This notice announces a sole source procurement for the relocation of the TI-19 AFRL Supercomputer System: - The U.S. Army Corps of Engineers ERDC (Vicksburg, MS) will contract Hewlett Packard Enterprise Company (HPE) to relocate the TI-19 system. - The TI-19 system is currently at Wright-Patterson Air Force Base, Ohio. - The system will be moved to the ERDC facility in Vicksburg, Mississippi. - HPE is the Original Equipment Manufacturer (OEM) and the only vendor with proprietary access to the system's physical and logical interconnections. - The contract covers disassembly, transport, and reassembly of the supercomputer. - No competitive solicitation will be issued, but capability statements from other vendors may be considered. - The requirement is strictly for relocation services, with unique technical and proprietary access needs. - Key locations: Wright-Patterson Air Force Base (OH) and ERDC facility (MS). - Contracting office: ERDC Contracting Office, Vicksburg, MS. - No product purchases; only specialized relocation services are required. - Sole source justification is based on proprietary access and prior experience with similar relocations. - Commercial competitors may submit capability statements, but HPE is currently the only qualified vendor.

Description

The DoD High Performance Computing Modernization Program (HPCMP) has a requirement to relocate the TI-19 Air Force Research Laboratory (AFRL) Supercomputer System from Wright-Patterson Air Force Base, Ohio to the Engineer Research and Development Center (ERDC) facility in Vicksburg, Mississippi.

The HPCMP intends to issue an award to Hewlett Packard Enterprise Company (CAGE Code: 7ES51) on a sole source basis.  It has been determined that Hewlett Packard Enterprise Company is the only source with the capability to relocate this system. HPE is the manufacturer of the TI-19 AFRL supercomputer system, and only HPE has access to the proprietary physical and logical interconnections required to successfully disassemble and reassemble this supercomputer system.

This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement for consideration by the HPCMP technical team.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the government not to provide full and open competition, based upon responses to this notice, is solely within the discretion of the government.  Verbal communications are not acceptable in response to this notice.
