The U.S. Navy Military Sealift Command (MSC) is seeking proposals for a 21-day dry cargo time charter to transport military cargo using Roll-on/Roll-off vessels. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office, MSC Norfolk - Products/Services Requested: - Up to four self-sustaining Roll-on/Roll-off vessels - Minimum cargo capacity: 110,000 square feet per vessel (wheeled vehicles, tracked vehicles, breakbulk) - Minimum laden speed: 15 knots - Charter period: approximately 21 days per vessel - Delivery from Bremerhaven, Germany; redelivery to Corpus Christi, Texas - Requirements: stow plan, vessel Certificate of Inspection, two supercargo per vessel - Associated vessel services for worldwide transportation/prepositioning of military cargo (including hazardous cargo, explosives, ammunition, containers, vehicles) - Reimbursable shipment coordination for DRAKE c-UAS system (if requested) - Unique/Notable Requirements: - Vessels must be self-sustaining and meet specific cargo and speed requirements - Government inspection rights, reporting per COMSCINST 3121.9, and fuel consumption reporting/testing - Readiness/off-hire provisions and force protection measures (up to 12 armed personnel) - Option for contractor security team if required - Multiple awards possible; procurement is unrestricted - No specific OEMs or vessel manufacturers are named; offerors must provide vessel data (IMO, INMARSAT, call letters, etc.) - Place of delivery: Bremerhaven, Germany; place of redelivery: Corpus Christi, Texas - Contracting office: Naval Station Norfolk, Norfolk, VA
