The National Institutes of Health (NIH) Clinical Center is seeking to procure Mission Bio Tapestri Single-Cell DNA + Protein Reagent Kits (v3) and related DNA Cartridge Kits on a sole source basis to support advanced single-cell analysis for clinical research, including CAR-T cell and iPSC workflows. - The procurement is justified as sole source due to the unique compatibility of Mission Bio reagents with the existing Tapestri platform and the lack of alternative vendors. - Products requested include: - Tapestri Single-Cell DNA + Protein Reagent kit v3 (Part# MB03-0084) - Tapestri Single-Cell DNA Cartridge Kit v3 - At least one order specifies a quantity of 1 kit for the reagent kit (MB03-0084), with an estimated contract value between $20,750 and $21,380. - Technical support for all kits and reagents is required at no additional cost to the government. - The period of performance is approximately six months, from May 28, 2026, to November 27, 2026. - All deliveries and work will be performed at NIH Clinical Center facilities in Bethesda, Maryland. - Mission Bio is the only OEM specified, but similar products from companies like 10x Genomics and Bio-Rad Laboratories could be considered alternatives if compatibility requirements were relaxed.
Description
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Mission Bio.
Acquisition Description:
The Center for Cellular Engineering (CCE) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported, including CAR-T cells and iPSCs. Also, regarding Institute research support it: 1)Develops biologics collection and manufacturing processes to support clinical trials, 2) Collects, manufactures and distribute blood components for in vitro research use, 3) Collaboration in the design, planning, execution and data analysis of clinical studies, 4) Collects and manufactures specialized cellular products to support clinical trials and, 5) Develops and evaluate assays for clinical application and biologics safety testing and cellular characterization.
We have been starting to investigate differential gene expression and protein expression simultaneously at single cell level by facilitating the reaction on BD Rhapsody single cell analysis system, including Rhapsody scanner and Rhapsody express that we just adopted recently from BD biosciences, as well as single cell genotyping and phenotyping by using Tapestri platform from Mission Bio, to help us develop clinical lot release more efficiency to streamline workflow of CAR T cells manufacturing at CCE and clinical research as well.
Thus, we are here requesting the purchase of reagent kits from Mission Bio for their Tapestri platform.
The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
