The Department of Transportation, through the Federal Motor Carrier Safety Administration (FMCSA) and Federal Railroad Administration (FRA), is announcing two key initiatives: - FMCSA is implementing Motus, a new online unified registration system to replace the Unified Registration System (URS) - Motus will streamline registration for motor carriers, brokers, freight forwarders, and related entities - The system features enhanced identity and business verification to reduce fraud - Motus will be rolled out in phases: Phase I for supporting companies, Phase II for all regulated entities - Integration of forms and business verification services, including a partnership with CLEAR for business verification - FRA is considering a petition from Durbin & Greenbrier Valley Railroad (DGVR) for an extension of a waiver of compliance - The waiver covers 37 historic railcars and a snowplow, allowing operation at reduced speeds for historical reenactments - The waiver would expand the operating territory for these historic railcars - No specific OEMs, commercial vendors, or product part numbers are mentioned in these announcements - These are policy and regulatory updates, not procurement solicitations for products or services
Description
The Federal Motor Carrier Safety Administration (FMCSA) is announcing a new online registration system called Motus, which will replace the current Unified Registration System (URS). Motus aims to simplify the registration process, streamline identification, improve user experience, and enhance verification tools. The system will be introduced in phases, with Phase I released in December 2025 for certain supporting companies and Phase II planned for the second quarter of 2026 to include all regulated entities. Motus will satisfy statutory requirements for a unified registration system and will eventually replace the URS for new applications for USDOT Numbers, Operating Authority, and other registration components.
