Tuluksak Power Plant Renovation and Generator Installation

This opportunity involves a comprehensive renovation and upgrade of the Tuluksak Power Plant in Alaska, managed by the Alaska Energy Authority. - Government Buyer: - Alaska Energy Authority (State of Alaska, Department of Commerce, Community, and Economic Development) - OEMs and Vendors: - Blue Star Power Systems (OEM of JD250-02 generator) - John Deere (OEM of 6090HF484 engine) - Basler Electric (OEM of DECS-100 voltage regulator) - Harco (OEM of WT exhaust thimble or approved equal) - Products/Services Requested: - Installation and commissioning of owner-furnished Blue Star JD250-02 generator with John Deere 6090HF484 engine (200kW, diesel, 480V, 3-phase) - Adjustment and commissioning of Basler DECS-100 voltage regulators - Installation of triple wall insulated wall thimble (6", Harco WT or approved equal) - Renovation of existing power plant building, including mechanical and electrical systems - Renovation of existing switchgear - Connection of a 200kW emergency generator to the power grid for up to 4 months during plant outage - Provision of all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies - Unique or Notable Requirements: - Owner will supply the main generators and accessories; contractor is responsible for all installation and integration - Emergency generator operation is limited to a maximum of 4 months and 3,000 hours - Outages must be coordinated with the local utility, with a maximum cutover time of 8 hours - No site visit is scheduled prior to bid opening; bidders must arrange their own housing - Project is exempt from Build America, Buy America Act requirements - The emergency generator is currently located in Anchorage and will be transported to Tuluksak for installation

Description

This solicitation is for the complete renovation of an existing power plant in Tuluksak, Alaska. The work includes building renovation, installation of new owner furnished generators, renovation of existing switchgear, replacement and renovation of various mechanical and electrical systems, and other improvements. The contractor is required to provide all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies necessary to complete the project. The project is funded by the Department of Energy, Denali Commission, and State of Alaska. A pre-bid meeting will be held telephonically on April 23, 2026, at 2:00 PM.
