Description

On or about May 18, 2026, The U.S. Army Corps of Engineers (USACE) - Omaha District, intends to issue an Invitation for Bid (IFB) for a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for the rehabilitation of roads and grounds of Oahe Dam Project north of Pierre SD

The SATOC will be for a broad range of maintenance, repair, and minor construction work on roadways at Oahe Dam near Fort Pierre, SD. During the contract period, the government will identify tasks required to complete each specific job and will issue Requests for Proposals (RFPs). The contractor shall be required to furnish all materials, equipment and personnel necessary to manage and complete the Task Orders. The ask order may include work and materials for reconditioning/resurfacing roads and improving drainage paths include, but is not limited to:  

Earthwork and Excavation Installation of Geotextile Fabric Cold Milling of Bituminous Pavement Asphalt Crack Sealing Aggregate Base Course Supply and Install Chip Seal/Fog Seal Concrete Pavement (4"-6" depth) and Curb/Gutter Full Depth Reclamation of Asphalt Pavement Pavement Paint Application (Shoulder, Centerline, Parking Area, Stop Line, Handicap Symbols) Seeding and Erosion Blanket Storm Drainage Piping

This work will also include the development and implementation of a stormwater prevention plan, construction staking of grades, and maintenance of traffic while working on or around roadways. The contractor will be required to acquire all permits and haul agreements for state and local routes.  Work times will be limited to the hours of 7AM to 5PM, Monday through Friday.  No work will be permitted on Saturday or Sunday.

The contract will be effective for 3 years from the date of award, with a total capacity of $1.5M. Task Orders will be issued on the base contract, and the work will be required to commence a short time after the issuance of the Notice to Proceed (NTP). Each task order will be issued with a time of completion and provisions will be included for liquidated damages if required.  Performance and payment bonds will be required for each individual task order over $25,000 in value. Prices will be determined at time of award with estimated quantities and may change based on maintenance needs throughout the duration of the contract.
