The Department of National Defence (DND) of Canada is seeking qualified vendors to provide advanced IT cybersecurity consulting services for classified lab environments supporting the DIMEI 3 CSTE lab and related engineering and exercise capabilities. - Government Buyer: - Department of National Defence (DND), including Directorate of Information Management Engineering and Integration and Director Electronic Systems Procurement - Scope of Services: - Professional IT cybersecurity consulting services focused on penetration testing, red teaming, vulnerability assessments, malware analysis, and cyber training support - Support for the Cyber, Innovation, Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Test and Development Center (C&I CTDC) and related stakeholders - Required Resources: - Four (4) C.11 IT Security Vulnerability Assessment (VA) Specialists, Level 3 - 1 Reverse Engineering and Malware specialist - 2 Penetration Testing Mobile specialists (Android/iOS) - 1 Embedded Systems specialist - Three (3) C.14 IT Security R&D Specialists, Level 3 (Open-Source Intelligence Analysts) - Security Requirements: - Facility security clearance at Top Secret and NATO Secret levels - Resource security clearance at Top Secret Sigint and NATO Secret - Work performed in Secret, Top Secret, NATO Secret, and Unclassified domains - Notable Requirements: - Only qualified Task-Based Informatics Professional Services (TBIPS) Supply Arrangement Holders under Tier 2 for the National Capital Region (NCR) are eligible - Estimated effort level of 480 days per resource over two years - Locations: - Primary work in classified lab locations within the National Capital Region (NCR), including DND NDHQ Carling (Ottawa) and Canadian Forces School of Communications and Electronics (Kingston) - No specific OEMs or commercial vendors are named, as this is a professional services solicitation

Description

This solicitation is for the provision of Information Technology (IT) Cyber related consulting services for the DIMEI 3 CSTE lab, engineering and exercise capability primarily in classified lab locations in the National Capital Region (NCR) or as required. The contract duration is 24 months starting from 2026/09/01. The work involves support and services in the Secret, Top Secret, NATO Secret, and Unclassified Domains related to four required resources. The procurement method is competitive selective tendering and is open only to qualified TBIPS Supply Arrangement Holders in the NCR.
