The Department of National Defence (DND), Government of Canada, is seeking highly qualified IT cyber consulting services to support classified cyber training and operations in the National Capital Region and select federal facilities. - Government Buyer: - Department of National Defence (DND), Directorate of Information Management Engineering and Integration, and Director Electronic Systems Procurement - Scope of Work: - Professional services for the Cyber Operator Training Ecosystem (COTE) project and IT cyber consulting - Support for Secret, Top Secret, and NATO Secret domains, including Top Secret SIGINT - Five key service categories at Level 3 expertise: - Technology Architect (Cyber Range and Platform Integration): 2 resources - IT Security Vulnerability Assessment (VA) Specialist (Range Operations): 1 resource - IT Security TRA & C&A Analyst: 1 resource - IT Security Engineer (Cyber Range): 2 resources (including optional resource) - Each resource expected to provide 480 days of effort over the contract - Unique/Notable Requirements: - All personnel and facilities must hold Top Secret and NATO Secret clearances; some roles require Top Secret SIGINT - Work involves developing, integrating, and supporting cyber ranges, industrial control systems, embedded systems, malware labs, and conducting security research and assessments - Support for cyber exercises, Capture the Flag (CTF) initiatives, and mission rehearsals in classified environments - Some travel required to Kingston (Canadian Forces School of Communications and Electronics) - No specific OEMs or commercial products are named; the requirement is strictly for professional services - Only qualified TBIPS Supply Arrangement Holders in Tier 2 for the NCR are eligible to bid

Description

This solicitation is for the provision of Information Technology (IT) Cyber related consulting services primarily in the National Capital Region (NCR) or as required. The contract duration is 24 months, starting approximately on 2026-09-01. The services support Secret, Top Secret, and NATO Secret Domains related to five specified services using required resources.
