Description

Notice Type: THIS IS A 100 PERCENT TOTAL SMALL BUSINESS SET ASIDE.

Acquisition NAICS and Business Size: The NAICS code for this acquisition is 541330 (Engineering Services), with a business size standard of $25,500,000. All firms submitting SF330s must be certified as a small business for NAICS 541330.

Scope and Purpose: This is a request for Standard Form (SF) 330, not a Request for Proposal (RFP). The 1st Special Operations Contracting Squadron at Hurlburt Field, FL, seeks qualified civil/structural engineering firms to perform Title I and Title II design services across all disciplines, including architectural, civil, structural, mechanical, electrical, and environmental. Firms must include all architectural and engineering disciplines either in-house or via consultants, and all proposed consultants should be included in the SF330. Directions for completing the SF330 are on the form. Contractors should submit Part I of the SF330 for the prime contractor and Part II for each sub-consultant.

SERVICES TO BE PROVIDED: The primary services include designing new or renovated civil, structural, and environmental systems. These services encompass, but are not limited to: Field investigations Topographic surveys Soil borings Geotechnical analysis and reports Environmental surveys and studies Hazardous material surveys and testing (e.g., asbestos, lead-based paint) Schematic design Design development Value engineering Cost estimating Preparation of specifications and construction contract documents Projects involve site development, utilities, stormwater, pavements, foundations, concrete, masonry, and steel structures for Hurlburt Field and other Air Force facilities worldwide. Specifications and reports should be provided in hard copy and electronic formats, with drawings in AutoCAD 2021-compatible format and GIS products in ArcGIS 10.1 or higher. Firms should describe their GIS capabilities. Designs may include asbestos/lead removal provisions. Other services may include project programming, planning studies, environmental reports, permit preparation, and engineering disciplines such as mechanical and electrical.

Contract Details: A single award contract will be issued for a multi-year IDIQ contract with a fixed period of 5 years. The selected AE is guaranteed a minimum of $2,500 in the first project. The maximum task order award per project is $2,000,000, with the total for all task orders not exceeding $4,000,000 over five years. The contract ends if the total is reached before five years.

Selection will be based solely on SF330 submissions.

Evaluation Factors (Primary Factors 1-4): Qualifications of key personnel and project team, including consultants, with experience in Civil-Structural Engineering and related disciplines, and demonstrated ability with Computer Assisted Design Drawings (CADD). Experience and technical competence in performing design on Air Force or DoD IDIQ contracts, including schematic design, development, value engineering, investigations, environmental studies, and planning. Capacity to complete work within required timeframes, project dollar thresholds, and current workload. Past performance with government and private clients regarding cost control, quality, and schedule adherence, including quality assurance programs and CPARS data.

Sub-factors 5-6 (in descending importance): Location within 150 miles of Hurlburt Field AFB, FL, and knowledge of the locality. Statement in SF330 Section H regarding recent DoD fees awarded.

Required Documents: Interested firms should submit a SF330 in PDF format via the Procurement Integrated Enterprise Environment (PIEE). Include project owner details in Section F. Ensure contact information is current. Responses should be concise and address the specific items requested. Extraneous information will not be reviewed.

SF330 Due Date: Submissions must be received by 29 May 2026, 2:00 PM, CDT. Email or fax submissions are not accepted.

Offerors may submit proposals through PIEE. Ensure registration and training are completed prior to the deadline. Links for registration and training are provided.

Contractors must have a current NIST SP 800-71 assessment in PIEE. A search in the Supplier Performance Risk System will verify this.

Confirmation of Receipt: Offerors are responsible for confirming receipt of their SF330. The PIEE system records submission date and time, which governs timeliness.
