The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore intends to issue a competitive solicitation for the Voyage Repair Availability (VRA) requirement for USNS ALAN SHEPARD (T-AKE 3) which is tentatively scheduled from 31 May 2026 until 21 June 2026 for the VRA to be performed in either Thailand or the Philippines.

See the attached Work Item Index for the anticipated VRA requirement.

To be eligible for award, the offeror must have an active registration in the System for Award Management (SAM.gov). Firms with inactive registrations will not be considered for award. Firms must be authorized to do business in the country of performance.

The type of work that comprises ship repair, and the conditions under which it is performed, require that contracting is conducted with companies or firms that are fully capable of conducting all aspects of shipboard work or boat/craft repair. Master Ship Repair Agreement (MSRA) holders are previously determined to possess the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package. On the other hand, Agreement for Boat Repair (ABR) holders are firms who have demonstrated managerial capabilities to schedule and to control boat/craft repairs.

To ensure the U.S. Navy receives satisfactory repair effort to Navy ships, boats and crafts, this solicitation is contemplated to have a positive qualification requirement for an Offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY. Offeror shall provide evidence of current MSRA/ABR holder.
