Description
This is a Sources Sought Synopsis issued by the 10th Contracting Squadron (10 CONS/PKA), United States Air Force Academy (USAFA), CO. This is NOT a solicitation.
The purpose of this notice is to conduct market research to identify potential sources, particularly Small Businesses, that possess the capabilities and experience to perform a comprehensive network upgrade on the USAFA Fire Alarm Reporting System (FARS).
The Government anticipates a requirement for Brand Name Honeywell Notifier equipment and integration services due to the proprietary nature of the existing campus-wide infrastructure. The Government is issuing this notice to identify authorized Honeywell Notifier Engineered Systems Distributors (ESDs), specifically Small Businesses, capable of competing for and performing this work. The information received will be used to determine the appropriate acquisition strategy.
2. Background & Scope of Work
The existing USAFA FARS is a proprietary, campus-wide network composed of a Brand Name Honeywell Notifier network (including ONYXWORKS™ workstations) and a legacy Radionics system that reports over dialers.
The contractor shall be required to provide all personnel, equipment, supervision, and materials necessary to perform a comprehensive network upgrade in accordance with the Government's Performance Work Statement (PWS). The Period of Performance is anticipated to be 12 months from contract award. The essential tasks include, but are not limited to:
Task 1 - Legacy Panel Upgrades: Replace existing fire alarm control panels that are incompatible with the new high-speed network. Task 2 - Network Card & Firmware Upgrades: Perform system-wide firmware updates and install high-speed fiber-optic network communications modules on existing panels. Task 3 - Gateway Installation: Install, program, and test new intelligent gateway interfaces for the ONYXWORKS™ system. Task 4 - Wireless Network Integration: Provide and install a complete wireless network solution (e.g., Cambium Networks or equal) for approximately 10 designated buildings that lack fiber optic connectivity. Task 5 - Legacy Radionics System Integration: Analyze, integrate, or replace the legacy Radionics alarm system to ensure all its alarm points are successfully migrated to the upgraded FARS network, eliminating the need for dialer-based reporting. Task 6 - Testing and Network Cutover: Conduct comprehensive system testing and manage a phased network cutover, ensuring zero loss of life-safety monitoring during the transition.
3. Capability Statement Requirements
Interested parties shall submit a Capability Statement demonstrating their ability to perform the services described. Responses should be concise and directly address the following items:
A. Business Information:
Company Name, Address, UEI Number, and CAGE Code. Point of Contact (Name, Title, Phone, Email). Business Size and all applicable Socio-Economic Statuses (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB) under the specified NAICS code 238210.
B. Technical Capability & Proprietary System Experience:
Proprietary Access: The Government's PWS requires the contractor to be a factory-authorized Honeywell Notifier Engineered Systems Distributor (ESD). Please explicitly state whether your firm holds this status and possesses the requisite training, software, and administrative rights to program and modify ONYXWORKS™ systems. Legacy System Experience: Describe your company's experience migrating or integrating legacy Radionics systems (or similar alarm systems reporting via dialers) into modern IP-based networks. Wireless Integration Experience: Describe your company's experience designing and installing campus-style wireless radio networks (e.g., Cambium, Ubiquiti) for life-safety or other critical systems.
C. Past Performance:
Provide at least one (1) and no more than three (3) examples of recent (within the last 5 years) and relevant contracts where your firm performed work of a similar scope and complexity (i.e., campus-wide, proprietary fire alarm network upgrades). For each example, include the contract number, agency/customer name, period of performance, total contract value, and a brief description of the work performed that is relevant to this requirement.

All responses must be received no later than May 12, 2026, at 2:00 PM Mountain Time. Capability statements shall not exceed 5 pages. The page limit does not include a cover letter. Marketing materials or other general information will not be considered.
