The U.S. Coast Guard is seeking to establish a multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Light Emitting Diode (LED) Standalone and Self-Contained Marine Lanterns for use as Aids to Navigation (ATON). - Government Buyer: - Department of Homeland Security (DHS), U.S. Coast Guard - Offices: Operational Logistics Command (LOG-95), LOG-9, Shore Infrastructure Logistics Center (SILC), Waterways Operations Product Line (WOPL) - Products/Services Requested: - Standalone LED Lanterns (all four colors) - Estimated 40 units per period - Require external 12 VDC power, IR remote programming, adjustable luminous intensity, and synchronization capability - Self-Contained LED Lanterns (small, medium, and large/long range, all four colors) - Estimated 1,300 small and 350 large units per period - Integrated solar panels, batteries, control systems, and bird deterrent spikes - Adjustable luminous intensity, minimum peak intensity and battery autonomy requirements - Programmable by switches or IR with LED display; Bluetooth/IR programming disabled for security on some models - Upgrades and Accessories: - GPS Sync, AIS (Automatic Identification System) integration, Hard-Wire Port, Battery Charge Port (typically 8 units each per period) - Replacement battery kits for all lantern types (U.S.-sourced, maintenance-free) - Special preservation, packaging, and marking for delivery - Quantities: - Estimated annual quantity: 1,650 lanterns - Upgrades and accessories in smaller quantities - Unique/Notable Requirements: - Compliance with USCG Specification 506 Rev 7 (optical, power, control, environmental, and durability standards) - Delivery within 90 days after order (120 days for large orders) - Economic price adjustments for diesel fuel - Special packaging and marking for delivery to SFLC Warehouse, Curtis Bay, MD - Rigorous technical, quality control, and past performance documentation required - Period of Performance: - Base year plus four one-year option periods (up to 60 months total) - Delivery/Performance Locations: - USCG offices in Norfolk, VA and Washington, DC - SFLC Warehouse, Curtis Bay, Maryland - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Potential Competitors: - Companies specializing in marine navigation aids and LED lanterns (see below)
