The U.S. Air Force is seeking industry input for a future contract to provide Integrated Solid Waste Management (ISWM) services at Hill Air Force Base and Little Mountain Test Annex, Utah. - Government Buyer: - U.S. Air Force, 75th Air Base Wing, Hill Air Force Base - Air Force Materiel Command, Air Force Sustainment Center (FA8201 AFSC OL H PZIO) - Products/Services Requested: - Integrated Solid Waste Management services, including: - Collection and disposal of municipal solid waste (estimated 2,697 tons annually) - Collection and disposal of food waste (estimated 485 tons annually) - Collection of recyclable commodities (e.g., paper, 435 tons annually) - Operation of base recycling center and material recovery facility - Scheduled and unscheduled pickups, special event container placements (40 events/year), and container relocations (30/year) - Maintenance of containers (10/year) and compactors (3/year) - Landfill tipping fee reimbursement (714 units/year) - Construction and demolition debris collection as needed - Equipment maintenance (12/year) - Contractor must provide all personnel, vehicles, containers, equipment, and supervision - Compliance with safety, security, and reporting requirements (monthly reports) - Unique/Notable Requirements: - Contractor must operate recycling and composting facilities on base - Must be able to respond to unscheduled pickups and emergency container relocations - Monthly detailed reporting and invoicing required - Small businesses, including 8(a), SDVOSB, HUBZone, and WOSB, are encouraged to respond - No specific OEMs or vendors are named; the focus is on service capability - NAICS code: 562111 (Solid Waste Collection), size standard $47M - Period of performance: Basic year plus multiple option years, total up to 5 years - Place of performance: Hill Air Force Base and Little Mountain Test Annex, Utah
Description
1. This is a Sources Sought Synopsis to determine potential sources for information and planning purposes only. This is not a solicitation.
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 562111 which have a corresponding Size standard of $47,000,000.00. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

This Sources Sought is being submitted to gauge industry’s ability and capability to provide Integrated Solid Waste Management services, in accordance with the attached Performance Work Statement.
