NAVSUP Weapon Systems Support Mechanicsburg is seeking refurbishment and repair services for two 13NL45+ high pressure air compressors (HPAC), National Stock Number (NSN) 4Y 4310-LL-H88-0710, under the TRIPER program. - Government Buyer: - Department of the Navy, NAVSUP Weapon Systems Support, Mechanicsburg, PA - OEMs and Vendors: - Sole source to the original manufacturer of the 13NL45+ HPAC (no other OEMs or vendors named) - Products/Services Requested: - Refurbishment or overhaul of two 13NL45+ high pressure air compressors (NSN 4Y 4310-LL-H88-0710) - Includes repair to 'A' condition per SUBMEPP Refurbishment Instruction NO. 5130-012-0729 REV F - Technical data deliverables per DD Form 1423 Exhibit 'A' - Compliance with item unique identification and quality assurance requirements - Inspection and acceptance at source - Quantities: - 2 units of 13NL45+ HPAC for refurbishment/overhaul - Unique/Notable Requirements: - Sole source procurement due to lack of government data rights - DX priority rating under Defense Priorities and Allocation System (DPAS) - Firm fixed price contract - Delivery to Trident Refit Facility (Kings Bay, GA) and SUBMEPP Activity, Portsmouth Naval Shipyard (Portsmouth, NH) - One-year induction period for performance - Technical compliance with Navy refurbishment standards

Description

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1.  This is a sole source requirement with RMC 3R: Acquire, for the second or subsequent time, directly from the actual manufacturer. The Government does not own the data or the rights to the data needed to purchase this part from additional sources.  It has been  determined to be uneconomical to buy the data or rights to the data.  It is uneconomical to reverse engineer the part.  This code is used when the Government did not initially purchase the data and/or rights.    In conjunction with the Defense Priorities and Allocation System (DPAS),  the requirement and subsequent award shall be rated “DX".
