Description
NOTICE OF INTENT TO AWARD SOLE SOURCE
The Federal Communications Commission (FCC) intends to award a firm-fixed-price purchase order on a sole source basis to TechInsights USA Inc. for a 12-month commercial subscription to an integrated connected-device data platform.
This acquisition is conducted under FAR 13.106-1(b)(1), which permits soliciation from a single source when only one source is reasonably available.
The required platform must provide historical retail pricing data and device-model-level technical specifications within a single, unified, queryable database environment. The solution must natively integrate pricing and specifications at the device-model level. Solutions that rely on aggregation of multiple external sources, manual reconciliation, third-party data stitching, or post-processing will not meet the Government’s requirement.
This notice is not a request for competitive quotations. However, interested parties may submit a capability statement demonstrating their ability to meet all requirements. Capability statements must include verifiable evidence of:
(1) a single integrated platform (not combined or third-party sources),
(2) historical pricing coverage consistent with the requirement,
(3) device-model-level granularity,
(4) native integration of pricing and specifications, and
(5) queryable database functionality.
Generic capability statements or marketing materials that do not clearly demonstrate compliance with all requirements will not be considered. Responses shall be submitted in accourdance with the date, time, and email provided in the respective section of this notice. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
