The California Department of Developmental Services is seeking a qualified contractor to upgrade and replace HVAC systems at the Porterville Developmental Center's OPS Building. - Government Buyer: - California Department of Developmental Services, Porterville Developmental Center, Chief of Plant Operations III - Scope of Work: - Removal of old HVAC systems and installation of new HVAC units throughout the OPS Building - Installation of new Energy Management Systems (EMS) with graphical interfaces for full control and monitoring - Startup and testing of all electrical equipment, including wiring, grounding, conduit, overcurrent devices, disconnect switches, and transformers - Installation of vibration isolators, seismic restraints, ductwork accessories, refrigerant piping, split-system heat pumps, and mechanical insulation - Programming and configuration of EMS, including Reliable Controls MACH Pro-Sys controllers and iPad Pros for field technicians - Testing, adjusting, and balancing of air, hydronic, and refrigerating systems per AABC MN-1 standards - Provision of temporary fencing, restroom facilities, and start-up training for staff (including factory-authorized EMS training for at least four staff members) - Key Requirements: - Contractor must hold a valid C-20 (Warm-Air Heating, Ventilating and Air-Conditioning) or C-38 (Refrigeration) license - Mandatory pre-bid site inspection - 10% bid bond required - Compliance with California codes, safety, security, and environmental regulations (including lead-based paint handling) - Small Business and Disabled Veteran Business Enterprise (DVBE) participation required - Fingerprinting of personnel and prevailing wage compliance - Building will remain occupied; work must be coordinated to minimize disruptions - OEMs and Vendors: - Reliable Controls (for EMS controllers) - iPad Pro (Apple) for field technician interface - Other products must be state-approved; proprietary systems allowed only where specified - Products/Services Requested: - Multiple HVAC systems (replacement and installation) - Energy Management System (EMS) with Reliable Controls MACH Pro-Sys controllers - Split-system heat pumps, ductwork accessories, vibration isolators, seismic restraints, refrigerant piping, mechanical insulation, and electrical components - EMS programming, testing, balancing, and staff training - Notable Requirements: - All products and materials must be approved prior to installation - One-year workmanship guarantee - No union organizing with state funds - Progress payments with retention

Description

This solicitation is for a contractor to furnish and install all necessary labor, materials, equipment, and incidentals required to support the replacement and new installation of multiple HVAC systems at the OPS building.
