The U.S. Air Force Test Center at Arnold Air Force Base is seeking industry input for a planned Indefinite Delivery/Indefinite Quantity (IDIQ) contract covering refurbishment, repair, design, supply, and installation of 161kV transformers across multiple substations. - Scope includes: - Refurbishment, rewinding, repair, and installation of existing 161kV transformers - Replacement and installation of new bushings, gaskets, controls, painting, fans, pumps, oil processing, tap changer rebuilds, and auxiliary equipment - Design and fabrication of transformer control cabinet enclosures and cooling system motor controls (custom, NEMA 3R, UL 50 compliant) - Comprehensive transformer oil processing, testing, and vacuum filling - Provision of spare parts sets (including bushings, fans, SEL-2414, SEL-2440, fiber optic switch, circuit breakers, relays, oil flow switches, lightning arresters) - Warranty support (minimum 12 months or standard manufacturer warranty) - Services required: - Detailed surveys, internal inspections, baseline and final electrical testing - Safety and environmental compliance (AEDC SHE standards, hazardous waste, asbestos/lead abatement) - Project management, field support, weekly technical meetings, outage scheduling, and post-energization monitoring - Notable requirements: - Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) compliance - Place of performance: - Arnold Engineering Development Complex, Arnold Air Force Base, TN - Multiple 161kV substations (Main, PWT, PES, VKF, ETF 1, ETF 2, ETF A, ASTF Airside, ASTF Exhaust) - No specific OEMs, part numbers, or quantities are listed; industry feedback is requested to inform acquisition strategy.

The purpose of this RFI is to solicit industry feedback regarding the Government?s acquisition strategy considerations for the 161kV Transformer IDIQ, as well as to initiate discussions with industry regarding Joint Certification Program (JCP) certification and the Cybersecurity Maturity Model Certification (CMMC).
