Description: The Department of the Navy intends to award a firm-fixed-price, sole source contract to Crane Pumps & Systems PFT Corp. for the procurement of six (6) Centrifugal Pump Units.

Justification for Sole Source: This requirement is for a critical safety item used to supply high-pressure water to fire hydrants (fire main system) in both routine and emergency situations. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
Crane Pumps & Systems PFT Corp. is the only manufacturer of centrifugal pumps configured to the Navy's specific requirements as delineated in AEL 2-88MSC2001. The Navy's In-Service Engineering Agent is actively working to develop additional approved models, but at this time, no other alternatives are available that can meet the Government's critical delivery and operational requirements. Furthermore, this acquisition supports the Military Sealift Command's (MSC) standardization initiative, which requires the specified make and model to ensure compatibility with existing equipment.
Purpose of this Notice: This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties must provide clear and convincing evidence that they can meet the Government's requirements. Capability statements must be submitted to the Point of Contact listed in this notice by the closing response date.
