NOAA ProTech 2.0 SBEM IDIQ and Task Order 1: Commercial Satellite Environmental Data and Services

NOAA is seeking proposals for its ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain IDIQ and Task Order 1, focusing on the acquisition of commercial satellite-based environmental data and related services. - Government Buyer - National Oceanic and Atmospheric Administration (NOAA) - National Environmental Satellite, Data, and Information Service (NESDIS) - Offices include Commercial Data Program (CDP), Office of System Architecture and Engineering (SAE), and CSAD-Pro-Tech Services - Products and Services Requested - Commercially-produced, near-real-time satellite data in seven main functional categories: - GNSS Radio Occultation (RO) Data (minimum 500 profiles/day, up to 26,000 profiles/day) - GNSS Reflectometry (GNSS-R) Data (minimum 100 tracks/day) - Microwave Sounder Data - Multispectral Visible/Infrared Imagery Data - Infrared Sounder Data - Thermospheric Neutral Density Data - Active Sensors Data (e.g., Radar Altimetry, K-Band radar, SAR, Scatterometry) - Total Electron Content (TEC) Ionospheric Tracks (500–1,000 tracks/day) - Temporal Resolution Enhancements (optional, up to 10,000 RO profiles/day) - Data Preparation Support and Operational Status Reporting services - ProTech 2.0 SBEM Data-as-a-Service (IDIQ contract structure) - Product/Service Line Items - Multiple CLINs and license options for scalable data volume and enhancements - Firm-fixed-unit-price, consumption-based pricing model - Data rights and license options, with tiered pricing by data volume - Unique or Notable Requirements - Data must originate from on-orbit sensors operated by the vendor or with credible launch plans - Data must meet specific technical, latency, and quality requirements as defined in each task order - Global spatial coverage and enhanced temporal resolution are desired - Emphasis on small business participation and continuous on-ramping - No guaranteed revenue or advanced procurement commitments - OEMs and Vendors - No specific OEMs or vendors are named; open to all qualified commercial satellite data providers - Period of Performance - IDIQ: Five-year base with five-year option (total up to 10 years) - Task Order 1: Two-year base period for data delivery, with preparation phase for new providers - Place of Performance and Delivery - NOAA NESDIS offices and facilities in Silver Spring, MD - Contracting and program management at 1325 and 1335 East West Highway, Silver Spring, MD

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 1305M426R0011 is issued as a Request for Proposal (RFP) in support of the National Oceanic and Atmospheric Administration’s (NOAA) Professional, Scientific, and Technical Services Program (ProTech) 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) and its associated Task Order 01 procurement.

NOAA intends to acquire commercially-produced satellite-based terrestrial and space weather data across multiple Functional Categories. Through this acquisition, NOAA aims to operationalize and expand the use of commercial observation data to complement existing government observing systems, advance environmental monitoring, and improve weather forecasting, numerical modeling, space weather prediction, and decision support services across NOAA’s mission areas.
