The U.S. Coast Guard is seeking a contractor to replace the emergency generator control panel at its Communication Command facility in Chesapeake, VA. - Government Buyer: - U.S. Coast Guard, Communication Command, Base Portsmouth - OEMs and Vendors: - Caterpillar (OEM for generator control panels) - Products/Services Requested: - Replacement of existing Caterpillar EMCP2 control panel with a new Caterpillar EMCP4.2B control panel on a Caterpillar 3456 engine - EMCP4.2B Control Panel (Part Number: EMCP4.2B), Quantity: 1 - Removal of existing EMCP2 Control Panel (Part Number: EMCP2), Quantity: 1 - Certified Caterpillar technician services for removal, installation, wiring, configuration, testing, and commissioning - Unique or Notable Requirements: - Contractor must provide a certified Caterpillar technician - All labor, materials, and equipment must be included - Work must be completed within 30 working days after award - Contractor personnel must obtain DBIDS credentials for base access and comply with federal safety and environmental regulations - Site verification and compliance with base security policies required - Place of Performance: - USCG Communication Command, 4364 Douglas A. Description

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and a small business size standard of $12.5 million. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 12:00 PM Eastern Time on 05/12/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil.  Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.
