The Federal Bureau of Prisons, FCI Fort Dix, is seeking quotes from small businesses to supply a wide range of kosher food products, including bread, for inmate consumption during the fourth quarter of Fiscal Year 2026. - Government Buyer: - Federal Bureau of Prisons, Federal Correctional Institution (FCI) Fort Dix, Health Services - Products/Services Requested: - Broad assortment of kosher meals (parve, meat, dairy) and packaged kosher food items - Examples: fish fillet meals, beans and franks, chicken wing meals, chicken cacciatore, chicken chow mein, turkey cutlet, meatloaf, Hawaiian meatballs, spaghetti and meatballs, pasta with vegetable protein meat sauce, vegetable protein lasagna, cheese and Spanish omelets, kosher luncheon meats - Packaged items: tuna, sardines, cereals, oatmeal, farina, breads (whole wheat, hot dog, hamburger), vegetable juice, potato chips, margarine, dressings, jellies, peanut butter, coffee, fruit drinks, milk substitutes, sugar substitutes, pastries, preserves, and more - Notable quantities include: - 15,000 units of kosher whole wheat bread (individually wrapped) - 9,200 packets of kosher farina - 5,800 packets of kosher oatmeal - 2,688 packages of kosher sardines - 134,000 individual portions of kosher jelly - 9,101 packets of kosher salad dressing - Unique or Notable Requirements: - All bread items (hot dog, hamburger, whole wheat) will be awarded collectively to a single vendor based on lowest price - All products must meet strict kosher certification and religious diet specifications - Vendors must be registered in SAM and accept Electronic Funds Transfer (EFT) payments - Quotes must be submitted electronically in Excel format, with strict adherence to item descriptions and instructions - Evaluation based on price and past performance (Go/No-Go system) - OEMs and Vendors: - No specific OEMs or brands are named; products must be certified kosher and meet detailed specifications - Period of Performance: - July 1, 2026 to September 30, 2026 (Q4 FY26) - Place of Performance/Delivery: - Federal Correctional Institution Fort Dix, Joint Base MDL, New Jersey - FCI Anywhere, USA (for some items) - Set-Aside: - Small business set-aside under NAICS 311999

Dear Offerors,
Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Fort Dix, New Jersey, Contracting Office, for the acquisition of commercial items for our facility. This package contains all necessary information for you to submit to the government your price quotes for these items for consumption of the inmate population housed at FCI Fort Dix.
The Government shall award these items by line item to the lowest responsive/responsible offeror. All vendors awarded Purchase Orders must be registered in the SAM System (WWW.SAM.GOV) and
willing to accept Electronic Funds Transfer (EFT) as a form of payment. Please pay close attention to the delivery date(s). Please quote only on those specified items. Do not change the specified item. Do not change the item description or the unit of issue. Do not use phrases such as “Minimum Award Amount”, “All or none”, or any other phrases that would limit the Government from awarding by line item. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT, REJECTING THE PART OR ALL OF THE QUOTES SUBMITTED.
BREAD- We will take in consideration the lower price together Items: 198 – hot dog; 199- hamburger; and 200 whole wheats. In other words, We will not award these items separated to multiple vendors.
Please complete the Standard Form 1449 as such: Blocks 17a, 30a, 30b, and 30c. Please open the excel file and add only your company name below the highlighted area and only your unit price per item into the self-calculating excel document and return in excel format. Please complete and return the attached Contractor Information Sheet.

with the subject line in all caps “15BFTD26Q00000009” no later than MAY 05, 2026 @ 11:59 PM Eastern Time. NO OTHER METHOD OF MAIL WILL BE ACCEPTED. FAILURE TO FOLLOW EMAIL INSTRUCTIONS MAY RESULT IN REJECTION OF BID/QUOTE.

A receipt of your email shall be acknowledged by the Contract Specialist, Mr. Aponte. If you do not receive an email from Mr. Aponte acknowledging your receipt, it is your responsibility to follow up to ensure the Contract Officer has received your bid. Otherwise, your bid may be rejected post award.
