Notice of Intent to Sole Source - Cellebrite Software License 1. IntroductionThis is a Notice of Intent to Sole Source and a Combined Synopsis/Solicitation for a commercial service, prepared in accordance with the Revolutionary FAR Overhaul (RFO), including the deviated FAR Part 5 posting requirements and FAR 12.6 as revised.This notice constitutes the only solicitation; no quotes are being requested, and a separate written solicitation will not be issued. 2. DescriptionThe Bureau of Indian Affairs (BIA) intends to issue a firm fixed price sole source award to Cellebrite Inc., 1861 International Drive, 3rd Floor, McLean VA 22102, for the procurement of ten (10) Cellebrite INSEYETS license renewals and associated equipment, along with seventy-five (75) Guardian Forensics subscriptions. The systems are currently utilized by BIA Law Enforcement and must remain compatible with existing field forensic tools and workflows. Capability statements will be considered solely to determine whether a competitive procurement is appropriate. All interested parties must be registered and active in SAM.gov at the time of submission.The deadline for responses is 12:00 pm Eastern Daylight Time (EDT) on May 1, 2026.If no capability statements are received within the posting period demonstrating the ability to meet the Government¿s requirements, the Government will proceed with a sole¿source award.
