This opportunity seeks a contractor to provide comprehensive Base Operating Support Services (BOS) at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan, under a multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. - Government Buyer: - Naval Facilities Engineering Command, Far East (NAVFACSYSCOM FAR EAST), Core Execution Team (ACQ2) - Department of the Navy, Facilities Engineering and Acquisition Division (FEAD), Facilities Department, MCAS Iwakuni - Supported agencies include MCHS/MCCS, Family Housing, DoDEA, DeCA, DLA POL, DLA Disposition, AFN, and S-6 - Products and Services Requested: - Base Operations and Support (BOS) services: management, administration, housing, facilities support, utilities, and environmental management - Facility management and maintenance: recurring and non-recurring work, including family housing (approx. 1,526 units), facility investment, wastewater utilities, environmental services, and training pool maintenance - Infrastructure condition assessments, emergency and preventive maintenance, projects, wastewater management, environmental sampling, and laboratory analysis - Temporary cooling system installation and removal (100kW to 500kW capacity) - Extensive facility repair and replacement (flooring, tiles, carpets, blinds, windows, doors, painting, cleaning, HVAC, and more) - Sewer pipeline and manhole inspection/cleaning, expedited sampling, and hazardous substance spill response - Quantities and Line Items: - Large-scale recurring and non-recurring service line items, with specific quantities for repairs, replacements, cleaning, and maintenance (e.g., 150,000 interior painting, 30,000 quarters light cleaning, 90 temporary cooling units per capacity) - Not-to-exceed values for non-recurring work in each option period (ranging from $8.7M to $9.4M per year) - Unique or Notable Requirements: - Compliance with Japanese laws and U.S.-Japan SOFA provisions - Performance-based outcomes and firm fixed price in U.S. dollars - Cybersecurity compliance (NIST SP 800-171, CMMC) - Use of USMC Maximo for work management - Certified personnel, safety/environmental compliance, and extensive reporting/documentation - Material Safety Data Sheet (MSDS) submission required - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Period of Performance: - 3-month mobilization, 9-month base period, seven 12-month option periods, and a 6-month extension (total potential duration: over 9 years) - Locations: - Primary place of performance: MCAS Iwakuni, Japan, including main base, Atago, and SOFU Communication Site - Contracting offices in Kanagawa, Japan, and FPO AP, United States

This requirement is to provide for a single award Indefinite Delivery/Indefinite Quantity (IDIQ) Base Operation and Support (BOS) Contract at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services as described in the Performance Work Statement (PWS).
