Description

The Home and Community-Based Services (HCBS) Quality Measure Set is a set of nationally standardized quality measures for Medicaid-funded HCBS. It aims to promote consistent use of these measures across States, provide comparative quality data, and improve care quality and outcomes for HCBS recipients. This notice solicits public comment on the proposed mandatory and voluntary measures for the 2028 set, data collection and reporting methods, stratification requirements including rural/urban status, populations covered, and the reporting schedule.
