The City of Liberty, Missouri is soliciting Statements of Qualifications (SOQs) from qualified consultant teams for a Conceptual Design Study of a structured parking facility integrated with mixed-use development near the historic downtown square. The study aims to develop a feasible, community-supported concept that enhances downtown vitality, supports economic development, and addresses current and future parking needs. SOQs will be received until 3:00pm local time on May 21, 2026, at the office of the City Engineer. The City reserves the right to reject any or all SOQs and to award a contract to other than the most responsive SOQ, with or without negotiation.
