The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Fort Dix, is seeking quotes from small business vendors for a broad range of food subsistence items to support inmate meals for the 4th quarter of FY26. - Government Buyer: - Federal Bureau of Prisons, Federal Correctional Institution Fort Dix, Health Services and Contracting Office - Products/Services Requested: - Wide variety of commercial food products, including: - Dairy: 500,000 units of whole milk (8 fl oz containers), 5,000 lbs non-fat dry milk, 1,260 cases of fresh shell eggs, 29,340 lbs of pasteurized liquid eggs (frozen), 6,800 lbs cheddar cheese, 150 lbs grated Parmesan/Parmesan-Romano cheese, 1,784 lbs bulk butter, 908,806 units of butter "Reddies" - Breads: 1,584,480 units of whole wheat bread (loaf), 66,432 hot dog rolls, 107,100 hamburger rolls - Proteins: 40,000 lbs boneless skinless chicken, 35,000 lbs chicken leg quarters, 10,000 lbs ground beef, 5,000 lbs ground beef patties, 10,000 lbs beef roast, 5,000 lbs Italian sausage, 5,000 lbs pork roast, 7,500 lbs boneless turkey roast, 15,000 lbs fish fillets - Dry goods: 32,500 lbs long grain milled rice, 4,000 lbs elbow macaroni, 5,000 lbs spaghetti, 5,000 lbs flour, 750 lbs corn meal, 8,000 lbs rolled oats, 2,000 lbs bran flakes cereal, 650 lbs hominy grits - Canned/frozen vegetables and beans: 112 cases canned black beans, 784 cases canned carrots, 504 cases canned corn, 448 cases mixed vegetables, 336 cases diced tomatoes, 224 cases tomato paste, 280 lbs frozen green beans - Other: 60,000 wheat tortillas, 72,000 corn tortillas, 52,000 taco shells, 200 lbs soy protein products, 1,200 lbs chicken bouillon soup base - Notable Requirements: - All food items must comply with federal food safety and labeling regulations, including allergen labeling and expiration dates no earlier than December 31, 2026 - Bread items (hot dog, hamburger, whole wheat) will be awarded as a group to a single vendor based on lowest price - Delivery must be coordinated and scheduled in advance; perishable and frozen goods must meet strict temperature requirements - Vendors must be registered in SAM.gov and accept Electronic Funds Transfer (EFT) - Quotes must be submitted in Excel format as specified in the solicitation attachments - OEMs and Vendors: - No specific OEMs or brands are named; products are specified by commodity type and federal grade/standard - Period of Performance: - Deliveries required for the 4th quarter of FY26, specifically July 1 through September 30, with delivery by July 1 and ongoing as scheduled - Place of Performance/Delivery: - FCI Fort Dix, Joint Base MDL, New Jersey, 08640 - Health Services and main warehouse at FCI Fort Dix

Dear Offerors,

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Fort Dix, New Jersey, Contracting Office, for the acquisition of commercial items for our facility. This package contains all necessary information for you to submit to the government your price quotes for these items for consumption of the inmate population housed at FCI Fort Dix.

The Government shall award these items by line item to the lowest responsive/responsible offeror. All vendors awarded Purchase Orders must be registered in the SAM System (WWW.SAM.GOV) and

willing to accept Electronic Funds Transfer (EFT) as a form of payment. Please pay close attention to the delivery date(s). Please quote only on those specified items. Do not change the specified item. Do not change the item description or the unit of issue. Do not use phrases such as “Minimum Award Amount”, “All or none”, or any other phrases that would limit the Government from awarding by line item. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT, REJECTING THE PART OR ALL OF THE QUOTES SUBMITTED.

BREAD- We will take in consideration the lower price together Items: 174 – hot dog; 175- hamburger; and 176- whole wheats. In other words, We will not award these items separated to multiple vendors.

Please complete the Standard Form 1449 as such: Blocks 17a, 30a, 30b, and 30c. Please open the excel file and add only your company name below the highlighted area and only your unit price per item into the self-calculating excel document and return in excel format. Please complete and return the attached Contractor Information Sheet.

You MUST email the following: your quotes in excel format(company name must be listed), SF 1449 and Contractor Information Sheet to aaponteberrios@bop.gov and CC: to bvirgillo@bop.gov

with the subject line in all caps “15BFTD26Q00000008” no later than MAY 5, 2026 @ 11:59 PM Eastern Time. NO OTHER METHOD OF MAIL WILL BE ACCEPTED. FAILURE TO FOLLOW EMAIL INSTRUCTIONS MAY RESULT IN REJECTION OF BID/QUOTE.

CONTRACTOR INFORMATION SHEET BID SHEET (EXCEL FORMAT ONLY)

A receipt of your email shall be acknowledged by the Contract Specialist, Mr. Aponte. If you do not receive an email from Mr. Aponte acknowledging your receipt, it is your responsibility to follow up to ensure the Contract Officer has received your bid. Otherwise, your bid may be rejected post award.
