The National Geospatial-Intelligence Agency (NGA) is seeking proposals for the Magnifying University Science Expertise 2 (MUSE 2) program under the Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): - Government Buyer: - National Geospatial-Intelligence Agency (NGA), GEOINT Innovation and Research Directorate - Purpose and Scope: - Advance research and education in geodesy and geomatics - Focus on foundational GEOINT, advanced phenomenologies, and analytic technologies - Emphasis on innovative concepts, curriculum development, and substantial student involvement - Products/Services Requested: - Research and curriculum development in geodesy, including: - Gravity field and geoid modeling - Crustal and core magnetic field observations - Marine geodetic data collection techniques and sensors - Research and curriculum development in geomatics, including: - 3D geospatial and photogrammetry - Multimodal multiscale 3D scene reconstruction - Interferometric synthetic aperture radar (InSAR) applications - Notable Requirements: - Proposals must focus on either geodesy or geomatics - Substantial student engagement and mentorship required - Open to all responsible sources, including those with limited prior research in these fields - No government-furnished data or hardware provided; work is unclassified - Compliance with research security, reporting, and oversight activities - Restrictions on foreign collaborations with certain entities - Applicants must specify their own place(s) of performance; activities outside the U.S. require prior notification - Funding and Period of Performance: - Total budget up to $25 million over five years - 24-month base period with three 12-month option periods - Additional funding increments at the government's discretion

The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA) invites proposers to submit innovative concepts addressing challenging GEOINT problems in foundational GEOINT, advanced phenomenologies, and analytic technologies. The BAA is a general announcement of NGA's research interests and solicits participation from all capable offerors. Proposals are reviewed only in response to specific Topic Calls published during the open period, with the current active Topic 6 focusing on Magnifying University Science Expertise 2 (MUSE 2). The solicitation encourages research and education in geodesy and geomatics to increase student involvement and advance the state of practice in these fields.
