Lebanon Criminal Court File Digitization Project – Hardware, Software, and Training

The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking a partner to digitize criminal court files in Lebanon, focusing on the Financial Prosecutors Office and the Court of Cassation's General Prosecutors Office in Beirut. - Government Buyer: - U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) - OEMs and Vendors: - DocuWare (records management software specified as the on-premises solution) - Products and Services Requested: - Hardware for scanning and digitizing criminal court files (including laptops, scanning equipment, and a backup generator) - DocuWare records management software for secure, searchable electronic records - Machine X for digitization (to be purchased and housed in Lebanon) - Workshop materials (notebooks, participant guides, pens, highlighters for 75 participants) - Training and facilitation services for judicial clerks and file attendants (three workshops) - Project implementation and management services (system design, stakeholder engagement, ongoing maintenance) - Digitization of criminal court files (conversion of paper files to electronic format, implementation of best practices in records management, role-based access, permissions, and logging) - Unique or Notable Requirements: - Applicants must have experience in Lebanon or similar conflict-affected countries and a proven track record in digitizing court files for non-U.S. partner governments - Use of DocuWare as the on-premises records management system - Secure, role-based access and comprehensive logging for all digital records - Quarterly performance reporting through INL's DevResults system - Project duration is 20 months, with possible extensions up to five years - Places of Performance and Delivery: - Financial Prosecutors Office, Beirut - Court of Cassation's General Prosecutors Office, Beirut - Justice Palace, Beirut - Ministry of Justice, Beirut

Description

This project aims to digitize criminal court files in Lebanon to expedite investigations and prosecutions of individuals accused of collaborating with Foreign Terrorist Organizations (FTOs) or Transnational Criminal Organizations (TCOs). The digitization will enhance collaboration between U.S. and Lebanese Law Enforcement Agencies by enabling rapid access to criminal case files. The project supports U.S. national security objectives by improving the efficiency and integrity of Lebanon's criminal justice system. The award is a cooperative agreement with funding ranging from $700,000 to $900,000 and an estimated project length of 20 months starting in August 2026.
