The U.S. Embassy Juba, under the Department of State, is soliciting quotations for high-availability fiber optic internet services and the installation of a dedicated point-to-point dark fiber optic link between two embassy compounds in Juba, South Sudan. - Government Buyer: - U.S. Department of State, U.S. Embassy Juba, Procurement Office - Products and Services Requested: - Dedicated fiber optic internet services with four bandwidth options: 60/60 Mbps, 70/70 Mbps, 120/120 Mbps, and 140/140 Mbps - Each option includes a 12-month base period and four 12-month option years (up to 5 years total) - Service must provide enterprise-grade, Layer-3 connectivity, public IPv4 addresses, DDoS protection, and 24/7 monitoring - Fault tolerance and guaranteed bandwidth required - Point-to-point installation and termination of single-mode dark fiber optic cables (~6-7 km) between the Embassy Compound in Kololo and the New Embassy Compound in Rock City - Includes engineering, labor, materials, installation in existing conduits, LC connector termination, OTDR and insertion loss testing, certification, and documentation - Installation to be completed within 60 days of contract award - OEMs and Vendors: - No specific OEMs or manufacturers are named in the solicitation - Notable Requirements: - Mandatory site visit for vendors - Compliance with technical and security standards - All services must be delivered to U.S. Embassy facilities in Juba, South Sudan - Solicitation includes small business set-asides and is open to competition - Place of Performance: - U.S. Embassy Juba, Kololo Road, Juba, South Sudan - Embassy Compound in Kololo - New Embassy Compound in Rock City - Contract Structure: - Base year plus four option years for internet services - One-time installation for dark fiber optic link

Description

Request for Quotations (RFQ) for (i) fiber optic internet services and dedicated leased line channel and circuitry for connecting to U.S. Embassy Juba, and (ii) point-to-point installation and termination of dark fiber optic cables from Embassy Compound in Kololo to the New Embassy compound in Rock City. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer the demonstrate the best value. We intend to award a contract/purchase order based on initial quotation, with or without holding discussion with the Quoter.

The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the US Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the Purchase Order, or to award without discussion.
