Tinker AFB Building 285 HVAC System Replacement and Upgrade

The U.S. Air Force is seeking qualified contractors to replace and upgrade the HVAC system in Building 285 at Tinker Air Force Base, Oklahoma. - Government Buyer: - U.S. Air Force, Air Force Sustainment Center (FA8137 AFSC PZIOC), 72nd Air Base Wing Engineering Support, and 72 ABW Civil Engineer Directorate - OEMs and Vendors Mentioned: - Lithonia (for LED lighting fixtures) - Monaco (for fire alarm system) - Products and Equipment Requested: - Main air handler with refrigerant cooling and hot water heating (new installation) - Packaged HVAC unit with electric heating and controls - Air handler unit (AHU-1), condenser unit, and boiler (reuse existing if feasible) - Variable air volume (VAV) boxes, ductwork, and supply diffusers - Panelboards (Main MDP and Panelboard A, 600A and 200A respectively) - LED lighting fixtures (Lithonia UFIT or similar, 4ft, 4000K, 80 CRI, 5000LM, with battery backup and motion sensors) - Wallpack LED fixture (Lithonia TWH-LED) - LED troffer light fixtures (Lithonia 2BLT4 or 2BLT2, with battery backup and night light) - Fire alarm voice-evacuation system (Monaco MAAP-X or approved equal, reporting to Monaco D-21) - Carbon monoxide detection system - Water treatment system for hydronic piping - Services Requested: - Complete design and engineering (35%, 65%, 95%, 100% submittals) - Demolition and installation of HVAC, electrical, fire protection, and architectural systems - Quality control and health/safety program management - Training for government operations and maintenance personnel - Independent commissioning of all new HVAC equipment - Unique or Notable Requirements: - Project is restricted to Small Business MAC BOA holders - Licensed personnel required for all trades - All controls must integrate with the base DDC system - Fire alarm and suppression systems must be government-approved and compatible with existing base systems - Site access and attendance at an initial site visit are mandatory - Commissioning must be performed by an independent contractor - Demolished fire alarm devices and panels must be returned to the government - Estimated Contract Value: - Between $1,000,000 and $5,000,000 - Place of Performance: - Building 285, Tinker Air Force Base, Oklahoma

After review of the project specific documents, if you are a Tinker AFB – MAC BOA Holder, please send an email to the Contracting Points of Contact as an RSVP stating you are interested in attending the Initial Site Visit.  Your RSVP email must be received within 3 calendar days from the posting of this project.  In your RSVP, please let us know if all personnel that will be attending the Initial Site Visit have base access.  If anyone requires base access, you must forward with your RSVP the Entry Access List (EAL) so that we can know how many personnel require base access.   ***** ONLY MAC BOA Prime Contractors are to RSVP, Subcontractors are to inform at least one Prime Contractor of their intention to attend and if a Subcontractor requires base access, they must be sponsored by a Prime Contractor.

Only sevein individuals will be allowed per prime contractor.

Site visit date will be (19 May 2026) and RSVPs are due 15 May 2026. Calendar invite will be sent to only those who have RSVPd.

You must attend the Initial Site Visit for the project to be considered eligible to propose.
