The Government Publishing Office (GPO) is seeking industry input and potential sources for supplying both offset and inkjet-treated paper rolls to support congressional print products during a technology transition period. - Government Buyer: - U.S. Government Publishing Office (GPO), Acquisition Services and Planning and Control offices - Products/Services Requested: - Offset paper rolls and inkjet-treated paper rolls, both 40 lb., with 3-inch cores, 50-inch diameter, and widths of 13, 15, and 18.5 inches - Offset Paper (JCP A55 standard): - 13" width: 528,000 lbs (CLIN 0001) - 15" width: 272,000 lbs (CLIN 0002) - 18.5" width: 724,000 lbs (CLIN 0003) - Inkjet-Treated Paper (JCP A55 standard): - 13" width: 264,000 lbs (CLIN 0004) - 15" width: 136,000 lbs (CLIN 0005) - 18.5" width: 362,000 lbs (CLIN 0006) - All paper must meet detailed JCP A55 and related federal paper specification standards (basis weight, brightness, opacity, etc.) - Unique or Notable Requirements: - Vendors must support a phased transition from offset to inkjet-treated paper within approximately six months, with both types potentially required concurrently - Delivery to GPO Headquarters (Washington, DC) and Laurel, Maryland Facility - Quantities per CLIN range from 136,000 to 724,000 pounds - Paper must comply with federal environmental and quality standards - OEMs and Vendors: - No specific OEMs or vendors are named; the RFI is open to all capable paper manufacturers and suppliers - Additional Information: - The RFI is for market research and capability assessment, including supply chain and ROM pricing - Paper types and standards are detailed in the Government Paper Specification Standards publication

The purpose of this RFI is to conduct market research to identify capable sources, assess industry capability to meet the Government’s requirements, and gather information related to availability, production capacity, supply chain considerations, and Rough Order of Magnitude (ROM) pricing for offset and inkjet-treated paper products.

The Government Publishing Office (GPO) is seeking to enhance the quality and performance of congressional print products. Current operations primarily utilize web offset paper rolls. GPO is exploring a phased transition to inkjet-treated paper to support evolving printing technologies. The Government seeks to understand industry capability to supply both offset and inkjet-treated paper, including the ability to support a transition period where both product types may be required concurrently. Delivery will be required to one or more of the following locations: - Washington, DC Headquarters - Laurel, Maryland Facility
