This opportunity seeks contractor support for the U.S. Navy's Expeditionary Combat Skills (ECS) instructor services at the Center for Security Forces (CENSECFOR), primarily at Gulfport, MS and Virginia Beach, VA. - Government Buyer: - U.S. Navy, Center for Security Forces (CENSECFOR), NAVSUP Fleet Logistics Center Norfolk - Scope of Services: - Provision of 57 qualified instructors (45 weapons-based, 12 medical/TCCC) for ECS training - Instructor roles include classroom/lab instruction, live-fire weapons training, tactical operations, and medical support - Phase leads and site leads required for scheduling, management, and oversight - High-risk and judgment-based engagement training (JET) included - Instructors must meet strict qualification, certification, and medical/psychological screening standards - Support for course management, student remediation, academic review boards, and logistical/transportation needs - Compliance with Navy and DoD training, safety, and quality assurance standards - Products/Equipment Referenced: - Weapons: M18 service pistols, M4A1 rifles, M9 pistols - Ammunition: 5.56mm and 9mm ball/frangible/marking cartridges - Body armor: ESAPI plates (various sizes), MTV vests - Medical: Combat Application Tourniquets, AEDs - Training aids: FATS Bluefire simulators, Small Arms Weapons Simulators (SAWS) - Accessories: Holsters, tourniquet pouches, binoculars, compasses - Unique/Notable Requirements: - All instructors must be certified for high-risk training and maintain sharpshooter qualification - Training includes live-fire, convoy operations, CBRNE procedures, counter-IED tactics, and land navigation - Contractor must manage instructor certification, evaluation, and sustainment training - Mandatory compliance with recurring Navy/DoD training (cybersecurity, records management, harassment prevention, etc.) - Contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and limited to SeaPort NXG MAC holders - Period of Performance: - 1.5-month mobilization, 10.5-month base period, and four 12-month option years (total up to 5 years - Locations: - CENSECFOR Detachment Gulfport, MS (primary training site) - Center for Security Forces, Virginia Beach, VA (management/oversight) - NAVSUP Fleet Logistics Center Norfolk, VA (contracting office)

Description

This opportunity is for SEAPORT NXG MAC HOLDERS ONLY and is a Service-Disabled Veteran-Owned Small Business (SDVOSB) SET ASIDE. No other offers will be considered. SeaPort MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers.

Center for Security Forces (CENSECFOR) requires the services of qualified and certified weapons–based and medical support instructors per the Performance Work Statement (PWS) to conduct basic Expeditionary Combat Skills (ECS) for Navy personnel at CENSECFOR Detachment Gulfport, MS. The ECS course shall provide Navy Expeditionary Combat Command (NECC) and Naval Special Warfare (NSW) personnel with the necessary individual knowledge, skills and abilities to perform Basic Tactical Communications, Convoy Operations – Basic, Small Arms, Tactical Shooting, Counter Improvised Explosive Devices (C-IED), Mission Planning, Basic Tactical Movement, Basic Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Procedures, and Judgement-based Engagement Training (JET) / Tactical Decision Making (Shoot/Don’t Shoot).

The contractor will be required to manage instructors who will be presenting the Navy’s ECS course curriculum, provide remediation/testing assistance for students, support Academic Review Boards (ARB), provide logistical support related to weapons ranges, and transportation of personnel and weapons to the training locations.
