USACE Huntsville seeks contractor for global virtual preventive and corrective maintenance training program for FMSRs

The U.S. Army Corps of Engineers (USACE) Engineering and Support Center, Huntsville, in collaboration with the Europe District and Defense Logistics Agency-Energy, is seeking a contractor to deliver a global, virtual Preventive and Corrective Maintenance Training Program for Fuel Maintenance Service Representatives (FMSRs) under the Recurring Maintenance and Minor Repair (RMMR) program. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Engineering and Support Center, Huntsville (CEHNC) - In collaboration with USACE Europe District (CENAU) and Defense Logistics Agency-Energy (DLA-E) - Products/Services Requested: - Virtual instructor-led training (VILT) sessions for FMSRs on the RMMR program - Includes curriculum development, delivery, updates, pretests, posttests, registration, and certification - Development and delivery of a comprehensive, performance-based training program for FMSRs to sustain fuel systems across all military branches worldwide - Key personnel required: Project Manager, Instructional Designer, Contract Management SME, Training Coordinator, Lead Instructor, IT/Technical Support - Deliverables: training materials, certificates, reports - Unique/Notable Requirements: - Training must be delivered virtually to nearly 500 global sites, accommodating multiple time zones - Program must comply with all applicable regulations and directives - Contractor is responsible for innovative, best commercial practices and performance-based results - No specific OEMs, vendors, or product part numbers are specified; focus is on training services - Period of Performance: - One-year base period, four one-year option periods, and a possible six-month extension - Place of Performance: - U.S. Army Engineering and Support Center Huntsville (CEHNC), Redstone Arsenal, Alabama - USACE Europe District (CENAU) - Global virtual delivery to FMSRs

Description

Establish a contract that equips FMSRs through training with a thorough understanding of the RMMR Program, including responsibilities, processes, quality, and resources.  The training will be delivered through virtual platforms. This effort is to provide support to meet existing and emerging program requirements. The contract period consists of one base period of one year, four  one-year option periods, and one six month extension per FAR 52.217-8.

The Contractor will ensure all work performed under this Performance Work Statement (PWS) complies with applicable regulations and directives. They must also ensure that the work aligns with mission support requirements tendered to the Government, adhering to the specified standards of quality, timeliness, and quantity as outlined in this PWS. The goal is to create work requirements that are performance-based and results-oriented. The Contractor will determine the most effective and economical methods to meet this PWS, focusing on innovation and best commercial practices. A Volume of Work has been included in this PWS to guide the Contractor in establishing the appropriate labor workforce and category level.
