NASA Johnson Space Center (JSC) is planning a sole source contract modification to increase the maximum value of its Commercial Lunar Payload Services (CLPS) contracts. - The cumulative Not-to-Exceed (NTE) value will rise from $2.6 billion to $4.2 billion. - CLPS contracts are firm-fixed-price, multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts under FAR Part 12. - Services include all activities needed to integrate, transport, and operate NASA payloads using contractor-provided assets: - Launch vehicles - Lunar lander spacecraft - Lunar surface systems - Earth re-entry vehicles - Associated resources - The current CLPS contract holders (OEMs/vendors) are: - Astrobotic Technology, Inc. - Blue Origin, LLC - Ceres Robotics, Inc. - The Charles Stark Draper Laboratory, Inc. - Firefly Aerospace, Inc. - Intuitive Machines, LLC - Lockheed Martin Space - Moon Express, Inc. - Orbit Beyond, Inc. - Redwire Space Sensors, Inc. - Sierra Space - Space Exploration Technologies Corp. (SpaceX) - Tyvak Nano-Satellite Systems, Inc. - The government intends to continue services with these vendors via sole source action, but interested organizations may submit their capabilities for consideration.
Description
NASA/Johnson Space Center (JSC) has a requirement to increase the Commercial Lunar Payload Services (CLPS) contracts cumulative Not-to-Exceed (NTE) maximum ordering value. The CLPS contracts are FAR Part 12 commercial service, firm-fixed-price, multiple award, Indefinite Delivery/Indefinite Quantity contracts.
NASA/JSC intends to issue a sole source contract modification to continue services for all activities necessary to safely integrate, accommodate, transport, and operate NASA Payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles and associated resources.

Contract 80JSC020D0011, The Charles Stark Draper Laboratory, Inc. Contract 80HQTR19D0019, Firefly Aerospace, Inc. Contract 80HQTR19D0009, Intuitive Machines, LLC Contract 80HQTR19D0010, Lockheed Martin Space Contract 80HQTR19D0014, Moon Express, Inc. NASA is contemplating a sole source contract modification to increase the CLPS contracts maximum NTE ordering value from $2.6 billion, to $4.2 billion.
The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to tasha.beasley@nasa.gov not later than 4pm CST on Wednesday, May 6, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
