Instructional Services for Analytical Laboratory System (ALS) Operator Course at Fort Leonard Wood

The Department of the Army's Maneuver Support Center of Excellence (MSCoE) at Fort Leonard Wood is seeking instructional services for the Analytical Laboratory System (ALS) Operator Course, supporting Civil Support Teams: - Four course iterations per year, with up to 32 students annually (maximum 8 per course) - Two qualified instructors per module required for each of five modules: - ALS operation - Biological Warfare Agents (BWA) analytical instruments - Chemical Warfare Agents (CWA) analytical instruments - Simulated biological and chemical exercises (STX) - Course administrative requirements - Each module has specific instructional hours per iteration (e.g., 60 hours for ALS operation, 48 hours for BWA, 54 hours for CWA, 16 hours for STX) - Training materials are government-provided and must be updated as needed - All instruction must comply with ALS educational concepts and TRADOC Regulation 350-70 - Instructor qualifications and compliance with Army training standards are required - No specific OEMs or product purchases are involved; this is a service-based requirement - Set aside for 8A businesses - Place of performance is Fort Leonard Wood, Missouri - Contract includes a base year plus four option years, with annual deliverables and reporting

Description

The Government requires a contractor to provide instructional support to the Analytical Laboratory Systems (ALS) Operator’s Course which instructs Civil Support Teams (military). The performance requirement that must be met includes instruction of four iterations of the ALS Operator course. The course has an annual throughput of 32 students. The maximum number of students is 8 per course and the instructor to student ratio is one to four (1:4). This instructional support is necessary for Soldiers to maintain a high state of domestic readiness for Continental United States (CONUS) Consequence Management (CM). Tasks performed shall be directly related to the ALS educational and training concepts developed at the HDCSO. All work shall be accomplished according to the current Training and Doctrine Command (TRADOC) Regulation 350-70, Systems Approach to Training Management, Processes, and Products (JUL 2017).
