The U.S. Department of Health & Human Services (HHS), Administration for Children and Families (ACF), Office of Child Care (OCC) is seeking small business organizations to provide comprehensive technical assistance and capacity-building services for the State and Territory Child Care Capacity Building Center (STCBC). - Government Buyer: - U.S. Department of Health & Human Services (HHS) - Administration for Children and Families (ACF) - Office of Child Care (OCC) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for service providers with relevant expertise. - Products/Services Requested: - Technical assistance (TA) for Child Care and Development Fund (CCDF) state and territory grantees - Subject matter expertise in child care program administration, business practices, emergency preparedness, consumer education, infant/toddler and school-age care, health and safety, licensing, and workforce support - Coordination and data support for state and territory systems, including TA assessment, evaluation, and support for the triennial CCDF Plan - Project management, reporting, and meeting facilitation - Operations and maintenance of OCC websites and IT systems, including ChildCare.gov, the Technical Assistance Tracker (TAT), and the CCTAN website - Website content management, system upgrades, disaster recovery, user training, and iterative improvements - Unique or Notable Requirements: - Contractor must provide a full range of TA services, including individualized, targeted, and universal support - Emphasis on experience with child care policy, program implementation, and IT system support for federal child care programs - No specific products, part numbers, or OEM solutions are required; focus is on service delivery and subject matter expertise - Period of Performance: - 12-month base period with four 12-month option years, plus a possible 6-month extension - Place of Performance and Delivery: - Primary locations include federal offices in Washington, D.C. (Switzer Building, 330 C Street SW) and Rockville, MD (5600 Fishers Lane), with services supporting grantees nationwide

Description

Small business organizations to provide a capability statement (cap. statement) that demonstrate their capability to perform the requirements as described in the draft Statement of Work (SOW).  Key Tasks include:

1. CCDF Subject Matter Expertise and Content Technical Assistance (TA) - subject matter experts available to deliver TA related to requirements of the CCDF program including Strengthening Child Care Business Practices, Emergency Preparedness and Disaster Response and Recovery (EPDRR),  Consumer Education and ChildCare.gov Content Management, Infant/Toddler and School-Age Child Care, Health, Safety and Licensing, and Supports for the Child Care Workforce.  

2. Coordination and Data - coordination work done by the State and Territory Systems Specialists as well as the TA assessment and evaluation work OCC uses to ensure TA meets the needs of lead agencies and results in desired outcomes. The data support within this task also includes support for the triennial state/territory CCDF Plan.  

3.  Websites and Information Technology (IT) Systems - support for OCC websites and systems, including the TA Tracker, TA resources website, and ChildCare.gov site.
