NASA Marshall Space Flight Center is seeking specialized additively manufactured test bars and specimens for advanced fatigue and material property testing in support of propulsion research: - Government Buyer: - National Aeronautics and Space Administration (NASA) - NASA Shared Services Center (NSSC) and Marshall Space Flight Center (MSFC) - OEMs and Vendors: - ATI LADISH LLC (sole source provider for Ti64 and Ni718 test bars) - Products/Services Requested: - Additively Manufactured Ti64 Very High Cycle Fatigue Test Bars - Additively Manufactured Ni718 Very High Cycle Fatigue Test Bars - GRCop-42 test specimens (totaling 178 units), including: - As-Printed High Cycle Fatigue (HCF) Bars (20 units) - Near Net Shape High Cycle Fatigue (HCF) Bars (20 units) - As Printed Room Temperature Ultra-Short Fatigue (USF) Bars (30 units) - Near Net Shape Room Temperature Ultra-Short Fatigue (USF) Bars (30 units) - Near Net Shape Elevated Temperature Ultra-Short Fatigue (USF) Bars (40 units) - Blank Cylinders 16mm Diameter x 110mm Tall (30 units) - Thin Section Tensile Coupons (8 units) - Post-processing services for additively manufactured components, including depowdering, wire EDM removal, Hot Isostatic Pressing (HIP), vacuum nucleation cleaning, and documentation to AS9100/ISO9001 standards - Unique or Notable Requirements: - Powder bed fusion additive manufacturing process - Minimum density requirements for specimens - Documentation of powder lots and build anomalies - Delivery to NASA Marshall Space Flight Center (MSFC) - Sole source justification for Ti64 and Ni718 test bars due to ATI LADISH LLC's unique capabilities - Six-week period of performance for GRCop-42 specimen fabrication and processing

Synopsis:

NASA/NSSC has a requirement for Additively Manufactured Ti64 and Ni718 Very High Cycle Fatigue Test Bars. 

NASA/NSSC intends to issue a sole source contract to ATI LADISH LLC 5301 W Copans RD Margate, Florida 33063 United States under the authority of FAR 12.102(a). It has been determined that ATI LADISH LLC is the sole provider of NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on 4/30/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
