Brookhaven National Laboratory, managed by Brookhaven Science Associates for the U.S. Department of Energy, is seeking to procure CST Studio Suite software packages with strict requirements for OEM traceability and no substitutes allowed. - Government Buyer: - Brookhaven Science Associates, LLC, operator of Brookhaven National Laboratory under the U.S. Department of Energy - OEMs and Vendors: - Dassault Systèmes (OEM of CST Studio Suite) - Only franchised or licensed distributors with traceability to Dassault Systèmes are eligible - Products/Services Requested: - CST Studio Suite Package (part number 5CB-S2K) - Total quantity: 2 units - Includes support services under Dassault Systèmes Master Customer License and Online Services Agreement (MCLOSA) V13.1.2 - Unique or Notable Requirements: - No substitutes permitted; only the specified CST Studio Suite Package is acceptable - Vendors must provide certificates of conformance and distributor certification to ensure OEM traceability - Vendors must be registered in the System for Award Management (SAM) - Price justification required (prior PO, web screenshots, or similar) - Award will be made to the lowest-priced, technically compliant offeror - Compliance with Brookhaven's Supplier Quality Assurance and special traceability provisions is mandatory - Place of Performance and Delivery: - Brookhaven National Laboratory, Upton, NY (including Receiving Building 98)

Kindly participate in a “FFP” (Firm Fixed Price) RFQ by Brookhaven Science Associates, LLC (herein known as BSA), operator of Brookhaven National Laboratory, with the U.S. Department of Energy (DOE) for the operation of Brookhaven National Laboratory. Can you kindly quote this all-inclusive requirement in my name with the current date and lead time.  Please offer BSA any discounts available for your best price.

Items to be quoted as per Enclosure A (Draft PO):

1) CST Studio Suite Package / 5CB-S2K / PoP: 6/1/2026 – 5/31/2027 - QTY - 1 / EA

2 ) CST Studio Suite Package /5CB-S2K / PoP: 6/1/2026 – 5/31/2027 - QTY -1 / EA

Offerors must meet the Franchised / Licensed “Distributor” criteria as per QA Paragraph 4.43 as detailed below:

Franchised/Licensed Distributor Traceability:

Products that are not purchased directly from the Original Equipment Manufacturer (OEM)/Original Component Manufacturer (OCM) must be purchased only from a franchised/licensed distributor of the product being offered. The distributor shall ensure traceability of all products to the original equipment manufacturer by identifying the original manufacturer for each lot/date code on the Certificate of Conformance. The distributor shall provide a copy of the Manufacturer’s certificate for the lot number being supplied, along with their franchised distributor certification. The distributor shall not use unapproved brokers (any company, person, or entity who is not an OEM/OCM) for the purchase of components and parts, unless pre-approval has been granted by Brookhaven Science Associates (BSA).

2. System For Award Management (SAM):

In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System For Award Management (SAM) with their Unique Entity ID number (UEI#).  Registration can be performed online at www.sam.gov . If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.  Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine. Utilizing your search engine may redirect you to an erroneous site. You may obtain assistance in completing your registration by contacting the Federal Help Desk at 866-606-8220 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org

3. Basis of Award:

BSA will make award to the responsive and responsible offeror who submits the lowest total price and who meets all of BSA’s technical requirements, as stated herein.

4. Pricing: shall remain valid for 30 days

Any resulting purchase order will be subject to the (MCLOSA) – DSGS – United States – V13.1.2 Contract Ref. 2025-3844 (which will be made available to the successful bidder upon award) and BSA Terms and Conditions for Commercial Items and Services, Rev. 23.0 (May 2025).
