This opportunity seeks a contractor to develop and implement a comprehensive review and monitoring plan for the Indiana Mental Health Funds Recovery Program (MHFRP): - Government Buyer: - Indiana Department of Administration (IDOA), Division of Mental Health and Addiction (DMHA), Procurement Division - Scope of Work: - Develop and execute a detailed review and monitoring plan for MHFRP - Conduct reviews at 32 participating facilities, with 16 reviews per year and up to 2 re-reviews annually (totaling up to 36 reviews over two years) - All reviews must comply with American Institute of Certified Public Accountants (AICPA) attestation standards for Agreed-Upon Procedures (AUP) and Centers for Medicare & Medicaid Services (CMS) requirements for Medicaid administrative claiming and enhanced Federal Financial Participation (FFP) for Skilled Professional Medical Personnel (SPMP) - Deliverables include project kickoff package, requirements and needs assessment, project plan and schedule, training and knowledge transfer materials, final reports for each review, and ongoing consultation - Contractor must provide objective, factual findings, maintain detailed workpapers, and be available for ongoing consultation - Unique Requirements: - Minority, Women, and Indiana Veteran Owned Small Business subcontractor participation goals are set - No specific OEMs or vendors are named in the solicitation - Place of Performance: - Indiana Government Center- South, 402 W Washington St, Indianapolis, IN 46204 (pre-proposal conference location)

Description

The Division of Mental Health and Addiction (DMHA) seeks a contractor to develop a detailed review and monitoring plan for the Indiana Mental Health Funds Recovery Program (MHFRP) and to conduct reviews under that plan. The engagement must comply with attestation standards established by the American Institute of Certified Public Accountants (AICPA) and follow agreed-upon procedures approved by DMHA. The contractor will ensure compliance with Centers for Medicare & Medicaid Services (CMS) requirements related to Medicaid administrative claiming and enhanced Federal Financial Participation (FFP).
