This opportunity seeks qualified Small Businesses to repair and upgrade the HVAC system in Building 1130 Annex at Shaw Air Force Base, South Carolina. - Government Buyer: - U.S. Air Force, Air Combat Command (20 CONS LGCA) - Shaw Air Force Base Civil Engineering Squadron - Scope of Work: - Repair and upgrade the HVAC system in Building 1130 Annex - Address issues identified in a third-party retro commissioning report - Work includes: - Replacement of all temperature, pressure, humidity, and air monitoring sensors on both air handlers - Replacement of 1 supply air fan bearing (AHU-2) - Replacement of 1 Belimo control valve (CRAC-1) - Replacement of approximately 8 feet of flex duct at each VAV box (both floors) with insulated hard duct - Replacement of 2 dedicated outdoor air systems (DOAS) with DX cooling coils and electric heating coils (minimum cooling capacities: 353MBH and 420MBH) - Replacement of 17 undersized variable air volume (VAV) boxes, including hot water reheat coils if applicable - Installation of isolation valves on supply and return lines of all VAVs with hot water reheat - Integration of new equipment into the building automation system - Test and balance of the HVAC system to meet commissioning airflow data - Construction, demolition, utility work, debris removal, and restoration - Fire protection system modifications as required - Updated life safety egress plans, emergency signage, and exit guidance - Shop drawings submission and approval - Coordination of government escorts for access - Ceiling grid disassembly/reinstallation as needed - Unique/Notable Requirements: - Work must be performed with minimal disruption to building occupants and utilities must remain operational - Contractor must coordinate government escorts for access - Strict adherence to fire codes and life safety requirements - Integration with existing building automation system - OEMs and Vendors: - No specific OEMs are mandated; Belimo is referenced for a control valve replacement - Period of Performance: - 210 calendar days total (15 days mobilization, 150 days construction, 45 days close-out) - Set-Aside and Value: - 100% Small Business set-aside - Estimated contract value: $1,000,000 to $5,000,000 - Place of Performance: - Building 1130 Annex, Shaw Air Force Base, Sumter, SC

Description

Project Title: B1130 Annex HVAC Repair

Project Location: Shaw AFB, SC

This is a presolicitation notice  to make repairs to the existing heating, ventilation, air conditioning (HVAC) system in Building 1130 Annex. A retro commissioning by a third party was performed which revealed many issues with the system. The government has resolved many of the issues, but several critical items remain. This project will correct those outstanding items in accordance with the attached Statement of Work dated 9 March 2026.

Period of Performance: 210 Calendar Days after Notice to Proceed issuance.

Competition: This requirement is a 100% Small Business Concern Set Aside for North American Industry Classification System (NAICS) code 238220.The Magnitude of this requirement is valued between $1,000,000.00 and $5,000,000.00.
