Description

Metro staff will convene a facilitated regional exploration of land bank models, with consultant support, to determine the region’s land banking goals, and assess the financial, legal, and institutional needs for achieving them. Metro seeks a skilled consultant to work alongside a facilitator to provide this workgroup with technical expertise in land banking program creation, governance, financing, legislation and policy. The process will help Metro and partners determine whether to expand existing programs or pursue the creation of an independent entity, building agreement among stakeholders on the preferred approach. The goal of this phase of work is to establish a shared understanding of viable structural options for a land banking program, identify key factors to evaluate the different land banking program structures, narrow to a preferred land banking program operations and governance framework, and outline high-level funding and governance parameters.
