The State of Hawaii is seeking specialized professional services to support the transition of 17 Executive departments to a new Enterprise Financial System (EFS): - Government Buyer: - State of Hawaii, Department of Accounting and General Services, Accounting Division, Systems Accounting Branch - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation - Products/Services Requested: - Professional services for EFS transition readiness, including: - Closeout support for long-outstanding contracts, purchase orders, and obligations - Financial, procurement, asset, and related records review and remediation - Data standardization and validation - Transition-readiness activities, including interface coordination and iPaaS-related support - Departmental coordination, issue resolution, status tracking, and reporting - Knowledge transfer and documentation - Unique or Notable Requirements: - Contractor must demonstrate experience with financial and procurement records, enterprise system readiness, and public-sector environments - Compliance with Hawaii Compliance Express (HCE) or equivalent paper certificates is required - Payment of a transaction fee to Tyler Hawaii is required - Contract is firm-fixed-price, not to exceed $750,000 for the base year - Possible one-year extension at the same rates, subject to funding and approvals - All responses must be submitted through the HIePRO system - Place of Performance: - Department of Accounting and General Services, Accounting Division, Systems Accounting Branch, 1151 Punchbowl Street, Honolulu, HI 96813

Description

This solicitation seeks specialized professional services for a one-year period to support the State of Hawaii's 17 Executive departments in preparing for the transition to the Enterprise Financial System (EFS). The services include departmental research, review, coordination, and documentation to prepare long-outstanding contracts and obligations for closeout processing, as well as transition-readiness activities such as interface coordination, issue tracking, testing support, documentation, and iPaaS-related support. The contractor must have sufficient experience, staffing capacity, and technical capability to support both closeout readiness and broader EFS implementation readiness activities. The contract is firm-fixed-price with a not-to-exceed amount of $750,000 inclusive of all applicable taxes.
