2026 Paving Program Solicitation – Grand Falls-Windsor, NL

This opportunity seeks contractors for the 2026 Paving Program in Grand Falls-Windsor, Newfoundland and Labrador, Canada. - Government Buyer: - Government of Newfoundland and Labrador (GNL) - Municipal Infrastructure (TI), in partnership with the Town of Grand Falls-Windsor - Department of Transportation and Infrastructure, Municipal Infrastructure, Highway Design Division - Products/Services Requested: - Street resurfacing and associated work at various locations within Grand Falls-Windsor - Milling of asphalt, placement of Class A asphalt, application of tack coat and hot liquid asphalt - Concrete work with synthetic fiber reinforcement (Grace Microfiber at 500 g/m3, 125mm thickness) - Installation of asphalt gutter (Grenfell Heights 300-320B) - Transportation, grading, and compaction of approximately 625 m3 of asphalt millings at Old Railway Bed off Toulett Drive - Development and submission of a detailed traffic control plan - Product Line Items: - Hot Mix Asphaltic Concrete (base and surface course) - Coarse and fine aggregate, blending sand, mineral filler (hydrated lime or Portland cement) - Liquid anti-stripping additive (minimum 0.5% by weight of asphalt) - Asphalt milling material (625 m3) - Concrete with synthetic reinforcement (Grace Microfiber) - Unique/Notable Requirements: - Compliance with 2024 Municipal Water, Sewer and Roads Master Construction Specifications - Safety and environmental compliance emphasized - Bid security (10%), performance bond (50%), and labor/materials bond (50%) required - No work permitted between November 15 and April 15 unless approved; paving season is May 24 to September 30 - Mobilization within 10 business days after contract execution - No specific OEMs or vendors are named in the solicitation - Key locations include various streets in Grand Falls-Windsor, Old Railway Bed off Toulett Drive, and the Public Works Salt / Sand Building on Bayley Street

This solicitation is for the 2026 Paving Program involving street resurfacing and associated work on various streets within the Town of Grand Falls-Windsor, Newfoundland and Labrador, Canada. The work includes milling of asphalt, placement of Class A asphalt, application of tack coat and hot liquid asphalt, as well as fibremesh reinforced concrete work such as curb & gutter and sidewalk installation where required. Asphalt millings are to be transported, graded, and compacted on the Old Railway Bed off Toulett Drive within the town limits. The project requires compliance with the Municipal Water, Sewer and Roads Master Construction Specifications (2024 edition).
