Description
The United States Merchant Marine Academy (USMMA) is a federal service academy located in Kings Point, New York where midshipmen (cadets) are educated to support the U.S. Maritime programs & the U.S. Armed Forces. Our curriculum focuses on Marine Engineering, Logistics & Transportation among the other general education requirements. Contractor shall provide all tools, materials and supervision needed (if applicable) for Institutional on-line tutoring and homework help sessions for all Midshipmen at the Academy for one (1) calendar year; this supersedes the period of performance dates in the Statement of Work (SOW)--attached.
This requirement is a total set-aside for certified small business concerns. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 for Educational Support Services (PSC: U009 - Education Training) with a business standard size of $24 Million. Offerors are advised that they are responsible for obtaining ALL quotation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.
All service must be in accordance with this Solicitation and attached SOW. A Single, Firm Fixed-Price Award (Purchase Order), IAW FAR Overhaul Part 12, will be made to the responsible offeror, whose quote, conforming to the Solicitation and Statement of Work, offers the lowest price, technically acceptable (LPTA) quote. The Government will evaluate quote for award purposes based on an acceptable/unacceptable basis to determine if the offeror meets the requirements described in the requirement and past performance of similar size, scope and complexity. Total Price will be evaluated to determine the Lowest Price technically acceptable. All offeror's are requested to provide discount. This technical requirement will be evaluated based on the Acceptable or Unacceptable criteria, see below: - Acceptable - Quote meets or exceeds the requirements of the solicitation. Risk is low. - Unacceptable - Quote fails to meet the requirements of the solicitation. Risk is high. For past performance the offeror shall provide one example of similar size, scope and complexity within three years. The Offeror must identify the contract number; name of the U.S. or State Government client; name of the point of contact; telephone number or email address; contract type; total contract value; and period of performance. Any offeror without any information in CPARS will be rated as neutral. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this solicitation.
