Description
The National Institute on Aging (NIA) intends to award a firm‑fixed‑price contract to Baltimore Gas and Electric, P.O. Box 1475, Baltimore, MD 21203, on a non‑competitive basis for Mobile Research Vehicles (MRV) electrical service for a period of one year. This acquisition is conducted under the authority of FAR Part 12, Acquisition of Commercial Products and Commercial Services. Contracts for commercial services awarded under FAR Part 12 at a value below the simplified acquisition threshold are exempt from the competition requirements of FAR Part 6.
Statement of Need and Purpose: The purpose of this acquisition is to purchase electric charging stations for three (3) Mobile Research Vehicles (MRVs) that are located remotely from the Biomedical Research Center (BRC). The Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study requires electrical services on the MRVs. The longitudinal study is examining effects of race and socioeconomic status on healthy aging in a representative sample of dwelling volunteers from the Baltimore Metropolitan region. The MRVs are located in neighborhoods in Baltimore during the year while participants are being seen in a clinical setting.
Background/Description of Requirement: This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12- Acquisition of Commercial Items, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-03 dated January 17, 2025.
Contract Type: A Firm Fixed Price type order award not exceeding the Simplified Acquisition Threshold is anticipated to be awarded resulting from this requirement.
Summary Statement: The Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), certification of country of ownership, and the certification of business size must be included in the response.
All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, which indicates that Lifeline Mobile is the only contractor capable of meeting the needs of this requirement to ensure continuity of HANDLS research data. The study includes mobile research efforts which must be performed in exact accordance with protocol documentation; accordingly the mobile research vehicle required must meet the particular specifications detailed in the attached purchase description. No contractor other than Baltimore Gas and Electric is capable of meeting these specifications, as evidenced by market research. Accordingly, Baltimore Gas and Electric is determined to be the only contractor capable of satisfying government requirement.
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice if it is believed that the requirement may be met competitively. . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
