This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the U.S. Government to contract for any supply or service whatsoever. The United States Space Force is not seeking proposals and will not accept unsolicited proposals at this time. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to any future requirement
This notice is a Sources Sought to determine what companies could provide continued support to perform operations, maintenance, and management activities at Cheyenne Mountain Space Force Station (CMSFS) and for the Defense Red Switch Network Scope of work at Peterson Space Force Base (PSFB). USSF 21st Communications Squadron (CS)/Operations and Maintenance (O&M) contract will provide the 21st CS with support to perform operations, maintenance, and management activities at Cheyenne Mountain Space Force Station (CMSFS). Additionally, the Government is contemplating a 1-year base and two 6-month options instead of the originally contemplated 7.5 years. This contract action is intended to connect 21 CS O&M support from the end of the NISSC II Task Order to the beginning of the Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) Commercial Solutions Opening (CSO) to be awarded competitively by the USSF SAIO/DRX office at the end of Dec 2026, with onboarding of the efforts in progression beginning June 2027.
To identify barriers to competition, the Government is requesting information from interested parties the extent of estimated costs and time period required to on ramp 21 CS O&M services from NISSC II to a Bridge follow-on effort for 21 CS O&M, as well as current availability of workforce with the requisite clearance level and skillsets for the work required in the Performance Work Statement (PWS). The Government anticipates that transition will include actions such as employee Common Access Card (CAC) turn over and staffing/management changes. The Government is also requesting interested parties to identify any additional costs that would be perceived by such a short period of performance.
This effort is intended to be awarded on General Services Administration (GSA) Alliant 2 Multiple Award Contract (MAC) Indefinite-Delivery-Indefinite-Quantity (IDIQ). The Sources Sought details will be posted to GSA Alliant 2 contract holders. All interested parties are invited to submit their response indicating what information would be needed to eliminate barriers to competition. Please limit your response to no more than 20 pages.
